Approve and authorize the Health Services Director, or his designee, to accept, on behalf of the County, Notice of
Award #29-537 (#1H71023720-01) from the U. S. Department of Health and Human Services, Substance Abuse and
Mental Health Services Administration (SAMHSA), to pay the County an amount not to exceed $399,946 each fiscal
year, for the County’s Behavioral Health Treatment Court Collaborative, for the period from September 30, 2011
through September 29, 2014.
FISCAL IMPACT:
Approval of this Award will result in maximum amount of $399,946 for the second year of this three year, from U. S.
Department of Health and Human Services, Substance Abuse and Mental Health Services Administration for the
County’s Behavioral Health Treatment Court Collaborative. No County funds required.
BACKGROUND:
The purpose of this grant program is to allow state and local criminal and dependency courts serving adults more
flexibility to collaborate with other judicial components and the local community treatment and recovery providers to
better address the behavioral health needs

BACKGROUND: (CONT'D)
of adults who are involved with the criminal court system. SAMHSA's vision of this grant program, in the justice
system, is one that supports treatment and recovery for people with behavioral health conditions and that improves
public health and public safety by transforming the behavioral health system at the community level. This Behavioral
Health Treatment Court Collaborative Program is a new approach to current SAMHSA adult treatment drug court
and ex-offenders reentry grant programs and to SAMHSA's mental health systems transformation grants programs,
including jail diversion for individuals with mental health needs.
Approval of #29-537 will award funding for this program to allow eligible individuals with any type of behavioral
health problem (including substance abuse or misuse, alcohol and drug addiction, serious psychological distress, and
mental and substance use disorders) to receive treatment and recovery support services as part of a judicial
collaborative, through September 29, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, funding for this Behavioral Health Treatment Court Collaborative program will not
be received and eligible individuals with any type of behavioral health problem may be faced with delayed treatment
and recovery support.
