APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with
Quantum Energy Services and Technologies, Inc., (QuEST), to pay the County up to $48,000, to promote the East
Bay Energy Watch Local Government Partnership Program, and to indemnify QuEST for County's performance of its
obligations under the contract, during the period June 1, 2013 through November 30, 2014.
FISCAL IMPACT:
100% grant funding. No County match required.
BACKGROUND:
East Bay Energy Watch (EBEW) is a Local Government Partnership designated by the California Public Utilities
Commission (CPUC) and funded through Pacific Gas and Electric (PG&E). EBEW represents a collaboration
between PG&E and local governments, non-profit and for-profit energy service providers in the East Bay dedicated to
providing innovative energy efficiency solutions for residents and businesses in communities throughout Alameda
and Contra Costa Counties. EBEW is managed by QuEST as a contractor to PG&E.
EBEW was formed to:
- Ensure that local governments throughout the EBEW territory are served by, and aware of, available energy
efficiency programs and opportunities (offered through EBEW, PG&E

- Engage local governments and key partners in strategic planning related to design and implementation of programs,
incentives, information campaigns and coordination to increase energy efficiency in the EBEW territory.
- Identify and pursue opportunities to develop and implement new models of energy-saving strategies to enable long
term deep reductions in energy use.
Under the scope of services for this contract, the Department of Conservation and Development, will facilitate local
government participation in energy efficiency programs by undertaking the following activities:
- Promote EBEW programs in local government venues and online.
- Conduct educational workshops in order to increase awareness of EBEW programs in areas of the County where
participation has historically been low.
- Promote energy efficiency programs and services to other appropriate audiences in the County.
This contract includes provisions which requires the County to indemnify QuEST under specified circumstances and
it provides for an award of attorney's fees to the prevailing party in litigation to enforce the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
The County will not receive the $48,000 in benefits under this grant program.
