Boyd , Deputy RECOMMENDATION(S): APPROVE the Orwood Bridge Replacement project; and AUTHORIZE the Public Works Director, or designee, to advertise the project [DCD-CP#13-10], Project No.: 0662-6R4076; and RECOMMENDATION(S): (CONT'D) FIND on the basis of the Mitigated Negative Declaration (SCH # 2013062031) and all comments and responses therein, that there is no substantial evidence that the project will have a significant effect on the environment; and ADOPT the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Plan in compliance with the California Environmental Quality Act (CEQA), the custodian of which is the Department of Conservation and Development Director who is located at 30 Muir Road, Martinez; and DIRECT the Director of the Department of Conservation and Development to file a Notice of Determination with the County Clerk; and AUTHORIZE the Public Works Director to arrange for payment of a $25.00 fee to the Department of Conservation and Development for processing, and a $50.00 fee to the County Clerk for filing the Notice of Determination, and $2,156.25 for California Department of Fish and Wildlife fees. FISCAL IMPACT: 80% Federal Funds; 20% Local Road Funds. BACKGROUND: The project consists of replacing the existing Orwood Road Bridge located along Orwood Road over Werner Cut in the east Contra Costa County. The proposed project will widen the bridge to meet current American Association of State Highway and Transportation Officials (AASHTO) standards. The new bridge will be 220 feet long and 42 to 44 feet wide. The structure will be comprised of three spans of precast-pre-stressed (PC/PS) concrete voided slab girders sitting on reinforced concrete two-column piers and seat-type abutments. The structure will provide two 12-foot-wide traffic lanes, two 3-foot-wide shoulders, one 8-foot-wide bicycle/pedestrian lane along the southern edge, a 42-inch high exterior combined vehicle/pedestrian barrier, a 45-inch high interior combined vehicle/bicycle barrier, and a 45-inch high exterior bicycle railing. The replacement bridge will be constructed within the existing roadway easement. Additional rights, both temporary and permanent, will be required from adjacent parcels for construction and installation of work trestles, grading, scour/erosion protection, wingwalls, retaining walls, drainage improvements, staging areas and driveway connections. The new bridge will be wider than the existing bridge, thus it will increase the amount of Werner Cut shaded by the bridge by 3,550 square feet (0.08 acre [ac]). The newly constructed bridge will not require painting. The design of the replacement bridge incorporates a bicycle lane to accommodate East Bay Regional Park District’s plans to complete the Mokelumne Coast to Crest Trail. In order to maintain vehicular access across Werner Cut, construction of the proposed new bridge will be completed in two stages. Construction operations will include driving temporary falsework trestle piles and the installation of permanent concrete cast-in-drill-hole piles in Werner Cut. The abutments will be constructed in approximately the same location as the existing bridge abutments. Rock rip-rap will be placed to armor the abutments and prevent scour and erosion. The existing bridge will be completely removed including removal of the timber piles at the mudline. The construction of the abutments, placement of rip-rap, and final grading may require localized water diversion or dewatering and treatment operations at and around the abutments, depending on seasonal water surface elevations and any daily tidal fluctuations. Water diversion may be accomplished through the use of gravel sacks, water-bladder barriers, or k-rail and may include the use of poly-plastic sheeting to aid in achieving a suitable watertight barrier. The use of sheet piling within the levee prism is not anticipated nor expected to be allowed by the owner of the adjacent levee system. Water trapped by the diversion measures or percolated through the faces of excavation will be removed and treated by settlement tanks or other measures prior to discharge. The proposed project will shift the alignment of the existing bridge slightly to the north and will raise the roadway profile grade to meet hydraulic design and freeboard requirements. Based upon correcting the existing substandard profile and satisfying the minimum site distance safety requirements, the roadway approaches will be reconstructed approximately 400 feet to the west and 650 feet to the east of where the new bridge ends. Retaining walls, guardrails, driveway ramp confirms will also be constructed. Debris containment methods (e.g. a net barrier) will be utilized during removal of the old bridge to prevent construction material or debris from entering the water or other identified sensitive habitats. The old timber piles will be removed during the demolition operation by snapping off the piles at the mudline. This method is expected to cause negligible re-suspension of sediment due to the age and degraded condition of the timber piles. The older timber piles will be disposed of in the appropriate landfill. Silt fences or other erosion and sediment control measures will be installed between any equipment and materials, staging areas and the slough to prevent sediment and pollutant discharges to the aquatic habitats. Equipment refueling, lubrication, cleaning and maintenance will be located in an upland staging area and at least 50 feet from the Werner Cut. Adequate on-site spill containment materials will be required of the construction contractor at all times. If fuel tanks are kept on site, they will be inside secondary containment structures with a capacity of at least 1.5 times the capacity of the fuel storage tank. Construction of the new bridge and removal of the existing bridge is expected to begin in the spring and be completed in the winter of the following year. Construction will occur over two seasons taking into account a construction in-water work window anticipated to be from June to October for both seasons. The exact dates of the acceptable “in-water” construction is anticipated to period would be determined in consultation with the United States Fish and Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS). Replacement of the existing bridge may require the removal of up to 30 non-native trees or groups of trees (eucalyptus and palm trees) and other non-native vegetation such as oleanders, yucca trees, and other ornamental plants and turf grass. There are several utilities within the project area, including the following items identified during a site review: telephone, electrical, a 10-inch high pressure refined petroleum products pipeline, and one unknown pipe. It is anticipated the telephone and electrical facilities will need to be relocated in advance of construction to accommodate the construction of the bridge. Other utility easements may be necessary to accommodate the utility relocations. Three large diameter East Bay Municipal Utility District (EBMUD) water pipes cross Werner Cut approximately 40 feet north of the existing bridge. These pipes will not be affected as part of this project. Temporary lane closures are anticipated during construction, traffic control measures are expected to minimize significant congestion or delays, traffic flow will be controlled by traffic control measures per the California Manual of Uniform Traffic Control Devices (MUTCD), flaggers, signs, and traffic cones. During Stage 2 bridge construction Orwood Road traffic will be under a one-lane traffic condition over the bridge to be used by each direction of travel. A temporary traffic signal will be in place to control traffic, the signal will include preempting to emergency service vehicles. The one-lane traffic condition will be in place for approximately 6 months. It is estimated that maximum wait times during a typical signal cycle will be 5 minutes. Access to private properties will be maintained during construction at all times.
