Boyd , Deputy RECOMMENDATION(S): APPROVE the Marsh Creek Road Safety Improvements 2.0 to 2.2 Miles West of Deer Valley Road; and AUTHORIZE the Public Works Director, or designee, to advertise the project [DCD-CP#13-09], Project No.: 0662-6R4025; and RECOMMENDATION(S): (CONT'D) FIND on the basis of the Mitigated Negative Declaration (SCH # 2013062032) and all comments and responses therein, that there is no substantial evidence that the project will have a significant effect on the environment; and ADOPT the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Plan in compliance with the California Environmental Quality Act (CEQA), the custodian of which is the Department of Conservation and Development Director who is located at 30 Muir Road, Martinez; and DIRECT the Director of the Department of Conservation and Development to file a Notice of Determination with the County Clerk; and AUTHORIZE the Public Works Director to arrange for payment of a $25.00 fee to Department of Conservation and Development for processing, and a $50.00 fee to the County Clerk for filing the Notice of Determination, and $2,231.25 for California Department of Fish and Wildlife fees. FISCAL IMPACT: 60% Federal Funds; 40% Local Road Funds. BACKGROUND: Marsh Creek Road is a narrow, two-lane rural collector road that is widely used by commuters as an alternate to the heavily congested State Route 4. The road serves as a vital transportation link between Central and East Contra Costa County for passenger vehicles and vehicles with trailers. The purpose of the proposed project is to widen the road by providing 12-foot-wide travel lanes, 8-foot-wide paved shoulders, and 2-foot-wide dirt chokers. Road widening is necessary in order to bring the existing pavement section in this segment of Marsh Creek Road to current County standards and improve safety by providing vehicles a wider recovery area. The project will also realign the existing curve to meet Caltrans Highway Design Manual (CHDM) standards. A temporary 2-lane two-way detour road will be located immediately south of the existing roadway. The detour road will be constructed on a temporary embankment and will be paved with asphalt. After the project is complete, the temporary detour embankment and road will be completely removed and the impacted area restored through hydroseeding with appropriate grass species. Local access to the existing residential driveways will be maintained at all times. Detour plans are included as part of the construction plan. Construction activities are expected to have minimal interference to detour traffic. A temporary partial road closure may be required over a long weekend to complete the replacement of the culvert at the west end of the project. The project also involves the removal of approximately 18 non-native and native trees. Another purpose of the proposed project is the addition of a Class III bicycle route along this section of roadway which will also enhance safety by allowing bicycles and vehicles to share the roadway. It will also complete a section of the countywide bikeway network described in the 2003 Contra Costa Countywide Bicycle and Pedestrian Plan. Real property transactions may be necessary in support of this project, including temporary construction access for the temporary detour road and permanent in fee title transactions. Utility relocations may be necessary in support of this project. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will jeopardize funding and delay design and construction.
