APPROVE seven Renewable Energy Procurement Program projects [DCD-CP#13-24], San Pablo, Hercules and
Martinez areas. (Districts I and V) [Project No.: WH269A]; and
FIND that each project is a California Environmental Quality Act (CEQA), Class 3(d) Categorical Exemption,
pursuant to Section 15303 of the CEQA Guidelines; and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk; and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to the Department of Conservation and
Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
The $75.00 in fees will be funded by Energy Efficiency Funds (100%).

Subject:APPROVE seven Renewable Energy Procurement Program projects, San Pablo, Hercules and Martinez areas.
BACKGROUND:
The purpose of these projects is to install solar photovoltaic panels at seven County facility sites. Six sites are part
of the Regional Renewable Energy Procurement Program (R-REP), which is a group procurement of renewable
energy power projects comprising 20 Bay Area agencies led by Alameda County. Contra Costa County hired a
consultant to perform site assessments on selected County facilities of which six sites were deemed to be good
candidates. They are:
1. 255 Glacier Drive, Martinez
2. 1960 Muir Road, Martinez
3. 1980 Muir Road, Martinez
4. 202 Glacier Drive, Martinez
5. 50 Glacier Drive, Martinez
6. 13601 San Pablo Avenue, San Pablo
Another site at 151 Linus Pauling Drive, Hercules is part of the Bay Area Air Quality Management District’s
(BAAQMD) Greenhouse Gas Reduction Program. This project will be funded by a grant from this program and is
not part of the R-REP and will likely be implemented before the other sites.
The sites will have solar photovoltaic panels mounted on canopies (carport style) in the existing already paved or
graveled parking lot areas (one parking garage), on rooftops, or a combination of parking areas and rooftops at the
sites. The equipment will consist of solar panels, brackets, wiring, electric meters and other associated equipment
required to provide solar-electric energy to the facilities.
The parking area canopy arrays are carport style and may require the possible restriping of parking space layout
with a limited number of spaces removed (at most approximately 2-5% of the existing spaces per site). The
parking area canopies will provide a shaded area for vehicles. The rooftop arrays will be mounted on existing
County buildings with flat or moderately sloped roofs with sufficient un-shaded roof space. Limited removal
(approximately 5-6 landscape trees or shrubs per site) and or trimming of native and non-native landscape trees
and shrubs may be necessary to ensure the arrays are not shaded by vegetation.
The roof top arrays will not affect the visual character of the buildings or the surrounding area as they will be
nondescript, not produce any glare (the photovoltaic panels are black and non-reflective to assist with absorption),
and be placed alongside existing rooftop equipment. The parking area canopy arrays will be carport style will not
produce any glare, and will be placed in the existing footprint of the parking areas. It is not anticipated that either
type of array will affect the aesthetic character of the sites as they are in developed areas with limited scenic views.
Real Property transactions and utility relocations may be necessary in support of this project.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
