APPROVE and AUTHORIZE the Librarian, or designee, to execute a contract with OverDrive, Inc., in an amount
not to exceed $48,000 to provide digital access to audio books, eBooks, music, and videos to lend to patrons for
download for the four-year period of April 16, 2013 to April 16, 2017.
FISCAL IMPACT:
The cost of the service is $12,000 annually and is included in the library’s 2013/14 budget.
BACKGROUND:
The Contra Costa County Library has offered digital collections of audio books, eBooks, video, and music since
2000 and has received services from OverDrive since 2005.
The Library has actively and successfully implemented and marketed library services to commuters since a 2001
article in the Contra Costa Times published a report on commute times stating that Contra Costa County workers
have the 10th worst commute in the nation and the longest commute time west of the Mississippi River as well as the
longest in the Bay Area. These statistics are reaffirmed in a January 26, 2006 Contra Costa Times article. According
to 2010 projections, produced by the Metropolitan Transportation Commission and the Association of Bay Area
Government (ABAG) in 2003, 63,508 people will commute daily to San Francisco from Contra Costa County; 120,
274 will commute to Alameda County;

BACKGROUND: (CONT'D)
15,169 will commute to Santa Clara County; and 12,648 will commute to San Mateo County. A more recent report
from ABAG (Association of Bay Area Government) states that, today, 40% of Contra Costa County residents –
compared to 30% of all Bay Area residents - work in one of the eight other Bay Area counties or outside the region.
With a population of over one million, commuters number approximately 402,600 workers.
Having access to thousands of digital titles that can be downloaded to a mobile device, to a computer, or burned to
disc for convenient listening assists customers in obtaining reading material at any time, 24/7.
County Counsel has reviewed and approved this Digital Library Agreement as to form.
CONSEQUENCE OF NEGATIVE ACTION:
OverDrive is the largest company in the provision and aggregation of online digital files to public libraries. Usage of
OverDrive digital content increased 23% between fiscal years 2010/2011 and 2011/12 and will exceed this
percentage growth for fiscal year 2012/13. Public demand is heavy for digital content and is an important component
of public library service delivery.
CHILDREN'S IMPACT STATEMENT:
Children's digital ebooks and e-audio promote literacy, language development, and reading readiness among children
ages birth to five, thereby supporting the following outcome established in the Children’s Report Card: Children
Ready for and Succeeding in School.
