Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #24-939-12(9) with Wesley Robinson, Ph.D., a self-employed individual, effective April 1,
2013, to amend Contract #24-939-12(8) to increase the payment limit by $20,000, from $140,000 to a new payment
limit of $160,000, with no change in the original term of July 1, 2012 through June 30, 2014.
FISCAL IMPACT:
This amendment is funded 100% by Medi-Cal Funds offset 50% State and 50% Federal. (No rate increase)
BACKGROUND:
In August 2012, the Board of Supervisors approved Contract #24-939-12(8) with Wesley Robinson, Ph.D. for the
period from July 1, 2012 through June 30, 2014, for the provision of Medi-Cal specialty mental health services. At
the time of negotiations, the payment limit was based on target levels of utilization. However, the utilization during
the term of the agreement

BACKGROUND: (CONT'D)
was higher than originally anticipated.
Approval of Contract Amendment Agreement #24-939-12(9) will allow the Contractor to provide additional specialty
mental health services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, services provided to Contra Costa Mental Health Plan Medi-Cal beneficiaries
could be greatly impacted, including access to services, choice of providers, cultural proficiency, language capacity,
geographical locations of services providers, and waiting lists.
