Approve and authorize the Purchasing Agent, on behalf of the Health Services Department to execute a blanket
Purchase Order with Softheon, Inc. in the amount not to exceed $550,000 to provide the Contra Costa Health Plan
(CCHP) with software and maintenance for a health insurance exchange connector application as part of participation
in the Covered California Health Insurance Exchange (HIX), to begin on October 1, 2013.
FISCAL IMPACT:
This Purchase is fully paid for from Contra Costa Health Plan member premiums.
BACKGROUND:
The Contra Costa Health Plan has been selected as one of 13 plans chosen by the State to participate in Covered
California, the State Health Insurance Exchange. CCHP has selected Softheon, Inc. to provide software and
maintenance to support exchange functionality such as a plan management application to maintain CCHP’s Qualified
Health Plans; an enrollment management application to process enrollment, maintenance and termination transactions
from the HIX and CCHP sytems; web portal functionality which will allow HIX members to access self-service
billing and payment functions; and functionality to generate and distribute branded bills and receive and post
payments including the receipt and reconciliation of federal subsidies.
