APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to extend the CCWORKS
(Contra Costa Works) Subsidized Employment Program process of reimbursement to employers for CalWORKs
clients participating as employees in the program. The Workforce Services Bureau will work with public, non-profit,
and private sector employers to make employment slots available to eligible Welfare-to-Work participants.
CCWORKS partipants will be allowed to work between 20 and 40 hours per week for a maximum of six months.
The contractual/financial agreements with employers reimburse up to $8 per hour, with a total subsidized
employment program amount not to exceed $1,000,000 for those CalWORKS clients placed with employers from
July 1, 2013 through June 30, 2014.
FISCAL IMPACT:
$1,000,000, Assembly Bill (AB) 98 and CalWORKs Single Allocation (80% State, 20% Federal) for subsidized
employment program wages for CalWORKs participants.

BACKGROUND: (CONT'D)
response to Senate Bill 72 which extended State reimbursement to counties for subsidized employment programs as
authorized by Assembly Bill (AB) 98, the Employment and Human Services Department (EHSD) developed and
implemented a subsidized employment program, known as CCWORKS (Contra Costa Works).
CalWORKs participants are screened and placed into the program with local employers which are responsible under
worksite agreements for payroll, associated taxes, and workers' compensation for each CalWORKs program
participant approved and worksited within their organization.
The employers hire eligible CalWORKs CCWORKS participants and train the participants to the appropriate skills
for the position in which they are placed. CCWORKS participants receive a wage comparable to those workers
performing the same or like duties at the employer's worksite. Monthly reimbursement invoices are submitted by the
participating employers for each CalWORKs participant in the CCWORKS program. The invoices are reviewed by
EHSD program staff for accuracy and submitted to the EHSD Fiscal Unit for payment to the employer(s). The
reimbursement to employers is up to $8 per hour.
This extension will allow continued program operation through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
Without extension authorization, the CCWORKS Subsidized Employment Program for Contra Costa County
CalWORKS clients would be dissolved.
