ADOPT Position Adjustment Resolution No. 21336 to add one (1) Employment and Human Services Division
Manager (XADD) (represented) position at salary level ZA2 1841 ($6,625 - $8,073) and one (1) Social Service
Program Analyst (X4SH) (represented) position at salary level KZ5 1642 ($5,281 - $6,419) in the Adult and Aging
Bureau General Assistance Division of the Employment and Human Services Department.
FISCAL IMPACT:
Upon approval of this action, positions will cost $280,152 of which 100% is County Cost. The annual pension cost
will be $105, 337.
BACKGROUND:
In April 2013, the Employment and Human Services Department underwent a reorganization. The General
Assistance and SSI Advocacy Programs were transferred from the Workforce Services Bureau to the Adult and
Aging Services Bureau. A Division Manager and Program Analyst are needed to ensure program compliance and
continual adherence to standards and expectations of clients,

The General Assistance Program met the requirements of The Lugo Lawsuit. General Assistance applications
continue to rise. Caseloads exceed 250 per worker. It is imperative the Program has a Division Manager and a
Program Analyst to ensure compliance and continue timely and adequately funded services to clients.
CONSEQUENCE OF NEGATIVE ACTION:
If the two positions are not added the Department will have inadequate managerial and operational oversight of
the GA program which may result in clients being disadvantaged.
