ADOPT Position Adjustment Resolution No. 21270 to establish the classification of Assistant County Probation
Officer – Exempt (7AB1) (unrepresented), allocate to the salary schedule at salary plan and grade B85 2097
($8,286.76 - $10,072.60), and add one (1) permanent full-time position in the Probation Department.
FISCAL IMPACT:
Upon approval of this action, the annual cost will be approximately $246,360.00, including approximately
$108,868.00 in pension costs. The costs incurred by the addition of this position will be offset by the cancellation of
the Chief Deputy Probation Officer position (#6584). The incumbent will be appointed into the established position,
at which time, position #6584 will be canceled. The remaining cost of $12,000.00, including approximately $5,200.00
in pension costs, will be covered by salary savings from staff vacancies.
BACKGROUND:
Historically, the Probation Department had an Assistant County Probation Officer classification. This position was an
assistant department head whose responsibilities included the day to day operations of the Probation Department.

BACKGROUND: (CONT'D)
Due to budget cuts, the position was eliminated and the responsibilities were split among three Chief Deputy
Probation Officers. Currently, one Chief Deputy Probation Officer position remains, and the incumbent has
assumed the responsibilities previously held by the Assistant County Probation Officer. Upon a recent review of
the department's operational needs and organizational structure, the department finds it necessary to re-establish
the Assistant County Probation Officer position to assist with the day-to-day operations of the Probation
Department, including implementation of the Public Safety Realignment Act (Assembly Bill 109), which was
passed on March 17, 2011 by the California Legislature and effective October 1, 2011.
AB 109 transferred responsibility for supervising specific low-level inmates and parolees from the California
Department of Corrections and Rehabilitation (CDCR) to counties, and realigns three major areas of the criminal
justice system. More specifically, the legislation:
•Transfers the location of incarceration for lower-level offenders (specified non-violent, non-serious, non-sex
offenders) from state prison to local county jail and provides for an expanded role for post-release supervision for
these offenders;
•Transfers responsibility for post-release supervision of lower-level offenders (those released from prison after
having served a sentence for a non-violent, non-serious, and non-sex offense) from the state to the county level by
creating a new category of supervision called Post-Release Community Supervision (PRCS);
•Transfers the housing responsibility for parole and PRCS revocations to local jail custody.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the current incumbent in the Chief Deputy Probation Officer position will not be
appropriately classified or compensated. In addition, the increased workload due to the implementation of AB109
will not be appropriately addressed.
