ADOPT Position Adjustment Resolution No. 21220 to establish the classification of Recycle Center Attendant I
(GPWE) (represented) at salary Level QS5-0984 ($2752 - $3035) on the Salary Schedule; and reclassify six (6)
Custodian II (GKWB) (represented) in positions numbers, 11062, 11186, 1840, 1844, 11936, 1845 and its
incumbents, to Recycle Center Attendant I (GPWE) (represented). Retitle the Grounds Resource Center Attendant
(GPWD) (represented) classification to Recycle Center Attendant II (GPVA) (represented), and reallocate on the
salary schedule from salary plan and grade, QS5 1217 ($3,467 - $3,822), to QS5 1113 ($3,127 - $3,448) in the Public
Works Department.
FISCAL IMPACT:
The reallocation of salary for the Recycle Center Attendant II creates a monthly saving of approximately $374.03 per
month or $4488.36 annually. There are no costs associated with the reclassification of the Custodian IIs to the Recycle
Center Attendant I since the two classifications have the same salary.
BACKGROUND:
In the past, the Grounds Resource Center Attendant worked in both the

BACKGROUND: (CONT'D)
Grounds and Recycle Divisions of the General Services Department. However, for the last 8 years, the Grounds
Resource Center Attendants have worked solely within the Recycle Division, assisting with the direction of
Custodians and Work Program crewmembers. Additionally, Business Agents at Local One requested a review of
the Custodian classifications at the Recycle Center. Employees completed Position Description Questionnaires,
and after a thorough review, the Custodian IIs located at the Recycle Center have been found to be performing
work that is inconsistent with the Custodian II job specification. The Custodians at the Recycle Center perform
work that pertains solely to Recycle including managing driving routes which collect and deliver recyclable
materials, sorting of recyclable materials, bundling recycle materials into like materials, managing surplus items
including desks, bookshelves, chairs, computers, and other office materials. The Custodian IIs at the Recycle
Center do not perform tasks that are typical of the Custodian classification, and therefore require a classification
which pertains to their assignment at the Recycle Center. The establishment of the Recycle Center Attendant I
(flexible staffed), the retitling of the Grounds Resource Center Attendant to Recycle Center Attendant II, and the
reallocation of salary level of the Grounds Resource Center Attendant, will better reflect the job duties,
performance and accurate salaries for the tasks being performed. The new title (s) will accurately represent the
name of the Division for which the classification works. Additionally, the reduced salary more appropriately
reflects a flexibly staffed classification since there will be a 14% difference between the classifications at top step.
If the salary is not adjusted, a 20% difference would exist between the Recycle Center Attendant I and the Recycle
Center Attendant II at top step.
CONSEQUENCE OF NEGATIVE ACTION:
Without the establishment of the Recycle Center Attendant I and the retitling of the Grounds Resource Center
Attendant to Recycle Center Attendant II classifications and the reclassification of the six (6) Custodian IIs in the
Recycle Center, work will continue to be performed by inaccurately classed employees. In addition, designating
the Recycle Center Attendant I and II as flexible staffed classifications, allows for upward mobility and a career
progression in the Recycle Center, which has not been attainable through the use of the current classifications.
