December 30, 1985 cj`,'�'" SUBJECT: Authorizing Execution of JTPA IIA Hard-to-Serve Project Contract Amendment with Contra Costa County Superintendent of Schools SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION I. Recommended Action: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County, standard form Contract Amendment #19-1061-2 with the Contra Costa County Superintendent of Schools, effective January 15, 1986, to reduce the total contract Payment Limit from $80,541 to a new total of $74,461, in order to allow for the further reprogramming of certain Title IIA funds. II. Financial Impact: None. 100% federal funds. III. Reasons For Recommendation/Background: By its Order dated March 26, 1985, the Board authorized execution of JTPA IIA Hard-to-Serve Project Contracts with three (3) Contractors, including the Contra Costa County Superintendent of Schools. Contract 419-1061-0 with the County Superintendent of Schools provided for the operation of an On-the-Job Training, Clasroom Training, Job Development and Placement Project for single parents on AFDC, for the term beginning March 1, 1985 and ending June 30, 1986, with a maximum payment limit not to exceed $84,581. By its Order dated August 20, 1985, the Board authorized execution of DTPA IIA Contract Amendment #19-1061-1 with the County Superintendent of Schools to reprogram monies and reduce the contract payment limit. On November 21, 1985, the contractor requested a reduction of the On-the- Job Training Cost Category of $3,580 and a decrease in the Classroom Training Cost Category of $2,500. Contractor requested that these funds ($6,080) be reprogrammed to Supportive Services for child care and transportation costs, an allocation which is not a part of the contract. This request was made in order to provide more appropriate services to the clients enrolled. This Contract Amendment is necessary in order to implement these requested fund transfers and will reduce the contract payment limit of the contract by $6,080 and will reduce the anticipated participant enrollment level under the contract from 44 to 43.
