APPOINT Doria Mueller-Beilschmidt to the Private/Non-Profit Seat 1 on the Economic Opportunity Council to a
term expiring June 30, 2014, as recommended by the Employment and Human Services Director.

BACKGROUND:
In order to achieve a quorum on the Economic Opportunity Council (EOC), a vacant seat needed to be filled
immediately. Outreach was made to existing EOC applicants and a Special Meeting was notices (96 hours and
convened on convened on July 11, 2013. Applicants were interviewed and Ms. Doria Mueller-Beilschmidt's name is
recommended.
Ms. Mueller-Beilschmidt will serve a term endin June 30, 2014. Her address is 415 Dimm Street, Richmond, CA
94804.
The Economic Opportunity Council is the federally designated Community Action Program

BACKGROUND: (CONT'D)
tri-partite oversight council in Contra Costa County. It is charged with the mission of working jointly with the
Community Services Bureau in developing a Community Action Plan that guides the use of Community Services
Block Grant Funds. There currently are 15 seats on the EOC of which 5 remain vacant. The Economic Opportunity
Council continues to engage in community outreach to ensure all positions are filled.
CONSEQUENCE OF NEGATIVE ACTION:
The Economic Opportunity Council will not have the quorum necessary to conduct routine business.
