1. APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to
apply for and accept excess grant funds from a proposed amendment to a 2011 FEMA Regional Assistance to
Firefighters Grant (AFG) in an amount not to exceed $150,000 for the purchase of mobile data terminals (MDTs).
2. APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to
make a prepayment to the San Ramon Valley Fire Protection District in an amount not to exceed $30,000 no later
than October 15, 2013, for the local agency match portion of the purchase.
3. APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to
accept thirty-three (33) MDTs from the San Ramon Valley Fire Protection District as part of a regional grant award
amendment.
4. APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to
pay the full cost of installation for thirty-three (33) MDTs as this service will not be covered by the grant amendment
request.

FISCAL IMPACT:
Possible federal grant revenue of up to $120,000 to cover 80% of the purchase price for the MDTs. Local agency
match of 20% (up to $30,000) required for the equipment purchase and additional installation costs of up to $750 per
unit ($24,750 total) not covered by grant. (Budgeted FY 2013-14 Special District Operating Fund)
BACKGROUND:
On August 16, 2011, the Contra Costa County Fire Protection District (CCCFPD) received authorization to
participate in FEMA AFG regional grants hosted by two other regional fire agencies for the purchase of radio
equipment for the new East Bay Regional Communications System (EBRCS). Those purchases have been finalized.
The grant hosted by the San Ramon Valley Fire Protection District has excess federal funds remaining. If successful
with an amendment request, CCCFPD would like to use those excess federal funds to replace its aging stock of
MDTs.
MDTs are used in fire apparatus and command vehicles to provide connectivity to the CCCFPD’s Computer Aided
Dispatch (CAD) system. CCCFPD’s current MDTs (laptop style computers) were purchased in 2004 and are in need
of replacement. The new MDTs would be tablet style computers. The tablets represent a more cost effective
replacement option and provide the additional benefit of increased portability for use at the scene of an incident.
Estimated per unit price on the tablet MDTs is $4,500. Number of units to be replaced is 33. The federal grant will
cover 80% of this cost. CCCFPD will be responsible for 20%
A cautiously high estimated per unit cost on the installation of tablet MDTs is $750. CCCFPD will be responsible for
100% of this cost.
CONSEQUENCE OF NEGATIVE ACTION:
CCCFPD will not have this financial assistance to replace aging and out of date equipment.
