HomeMy WebLinkAboutMINUTES - 08062013 - C.02RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to submit, on behalf of the County, grant applications to Caltrans Local Assistance for the Highway Safety Improvement Program (HSIP) and High Risk Rural Road Program (HRRR), for safety projects being considered along Byron Highway, Appian Way, and Norris Canyon Road. FISCAL IMPACT: 90% Federal funds and 10% Local Road funds. BACKGROUND: Moving Ahead for Progress in the 21st Century (MAP-21) retains the HSIP. This is the sixth cycle of the HSIP, and the fourth cycle of the HRRR Program. The applications for HSIP and HRRR funds require a 10% local match. The maximum grant amount for any single project is $1,500,000 with a maximum total allocation of $3,000,000 to any agency for all projects awarded. Any funding received from a HSIP/HRRR grant would be combined with other funds, such as Measure J, Area of Benefit funds, other grants, or local road funds. PROJECT RECOMMENDATIONS: The Public Works Department recommends the following projects as candidates for this cycle of HSIP/HRRR funding. Staff has prepared preliminary designs and cost estimates for the application package. Bueren, Public Works Director/Chief Engineer Date:August 6, 2013 Contra Costa County Subject:Authorize Grant applications for the Highway Safety Improvement Program and High Risk Rural Road Program research prior to the application deadline staff discovers a critical constraint that would result in the project being cost prohibitive or not meeting the eligibility requirements of the funding program, staff will hold the application for further study to increase project readiness for the following grant cycle. The four projects recommended (in no particular priority order), based upon collision history and initial project scoping, include: BACKGROUND: (CONT'D) Intersection Improvements at Byron Highway and Camino Diablo Location: This project is located at the intersection of Byron Highway and Camino Diablo, Byron area (Supervisorial District 3). Project Description: The purpose of this project is to improve safety at the intersection of Byron Highway and Camino Diablo by installing a traffic signal to control movements at the intersection and reduce the rate of collisions. The project will include right of way acquisition, installation of a traffic signal, slight realignment of Byron Highway, pavement widening for exclusive turn lanes, and coordination with the railroad company. Cost Estimate: $3,900,000 Intersection Improvements at Byron Highway and Balfour Road Location: This project is located at the intersection of Byron Highway and Balfour Road, Byron area (Supervisorial District 3). Project description: The purpose of this project is to improve safety at the intersection of Byron Highway and Balfour Road by installing a traffic signal to control movements at the intersection and reduce the rate of collisions. The project will include right of way acquisition, installation of a traffic signal, and pavement widening for exclusive turn lanes. Cost Estimate: $1,200,000 Norris Canyon Road Safety Rail Installation Location: This project is located along Norris Canyon Road west of Ashbourne Drive, San Ramon area (Supervisorial District 2). Project Description: Norris Canyon Road is a narrow, two-lane rural road commonly used as a commuter route. The road extends adjacent to San Catano Creek which is relatively deep at some locations. Guard rails or safety rails are proposed at various locations along the road where past collisions have occurred. To minimize impacts to the creek, a non-traditional rail, piling, or shoring system may be utilized. Innovative construction methods will be researched during preparation of the grant application in efforts to minimize environmental impacts. Cost Estimate: $1,500,000 Appian Way Complete Streets Project Location: Appian Way from San Pablo Dam Road to Valley View Road, El Sobrante area (Supervisorial District 1). Project Description: Install continuous pedestrian and bicycle facilities on the northbound and southbound directions of Appian Way to include bulb outs and other pedestrian safety measures to reduce collisions for bicyclists and pedestrians. Cost Estimate: $1,500,000 CONSEQUENCE OF NEGATIVE ACTION: Failure to direct Public Works to submit these applications will make it more difficult to provide funding to construct these projects.
