APPROVE and AUTHORIZE the Public Works Director, or designee, to submit, on behalf of the County, grant
applications to the Contra Costa Transportation Authority (CCTA) for the 2014 State Transportation Improvement
Program (STIP), for improvements to Kirker Pass Road, Camino Tassajara, and Appian Way.
FISCAL IMPACT:
90% Federal funds and 10% Local Road funds.
BACKGROUND:
The STIP is a multi-year capital improvement program of transportation projects on and off the State Highway
System, funded with revenues from the State Highway Account and other funding sources. It is estimated that
approximately $20-30 million will be available for programming as Contra Costa County’s share of the 2014 STIP.
The applications for STIP funds must be at least $1 million. Any funding received from a STIP grant would be
combined with other funds, such as Measure J, Area of Benefit funds, other grants, or local road funds. The projects
recommended for submittal are in the range of $2.1 to $16.4 million.
The new STIP funds will only be available in FY 2017-18 and FY 2018-19.
Projects considered for STIP funding are consistent with the Measure J Action Plan and must have a Project Study
Report (PSR) or PSR equivalent provided with the application. The following three projects selected for submittal
fulfill both these requirements:

PROJECT RECOMMENDATIONS:
BACKGROUND: (CONT'D)
Camino Tassajara Realignment at the County Line
Total Project Cost: $16,356,000
STIP Amount Requested: $5,056,000
The project will realign and widen Camino Tassajara within Contra Costa County and Tassajara Road within the City
of Dublin from Windemere Parkway to Fallon Road for a total approximate length of 4,200 feet. The project includes
realignment of the curves at the County Line to improve safety and widening of the roadway from 2 to 4 lanes and
paved shoulders for Class II bicycle lanes. The Public Works Department has been coordinating the project with the
City of Dublin to determine the new alignment for the roadway.
The project will realign the roadway to improve the sight distance and widen the roadway with additional travel lanes
to maintain an acceptable level of service along the roadway with anticipated future traffic volumes.
Approximately $10.3 million has been allocated towards this project from Southern Contra Costa Dougherty Valley
JEPA and Southern Contra Costa Sub-Regional JEPA. With an additional $1 million in Measure J funds, a $5.056
million funding gap remains.
Kirker Pass Road Northbound Truck Lanes
Total Project Cost: $13,000,000
STIP Amount Requested: $6,400,000
Sustained grades steeper than 8% prevent trucks from matching the speed of other vehicles on the climbing sections
of Kirker Pass Road. When combined with the high volume of passenger cars that utilize this road as an alternative
route between Central and East County, the slow truck climbing traffic contributes to significant congestion during
peak service hours.
CCTA has designated Kirker Pass Road as a Route of Regional Significance, recognizing that the road serves as a
major inter-regional corridor that provides a bridge for both commuters and materials between two areas that are
geographically separated by a range of hills.
The intention of this project is to reduce congestion and improve the safety of a route of regional significance by
adding a northbound truck climbing lane. The addition will include a 12-foot dedicated truck climbing lane and a
Class II bike lane within an 8-foot paved shoulder.
The proposed truck climbing lane and bike lane will also serve to improve safety, both for through-traffic and for
traffic that enters and exits the road at the Hess Road intersection within the project limits.
Measure J has set aside approximately $5.6 million dollars for the regional project. With an additional $1 million in
local road funds, an additional $6.4 million is needed to close the funding gap and fully fund this project.
Appian Way Complete Streets Project, Valley View to San Pablo Dam Road
Total Project Cost: $1,987,000
STIP Amount Requested: $1,350,000
The Appian Way Complete Streets Project includes construction of a uniform transportation corridor to include
bicycle lanes, transit stops, and pedestrian facilities that are accessible to all users. Project improvements will include
construction of a consistent three lane roadway, to include a northbound and southbound lane and a dual left turn
lane, consistent with County standards. Improvements will include sidewalk, bike lane, parking lane, bulb outs, curb
ramps, bus stops and appropriate signage to improve safety at pedestrian crossings and promote way finding.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to direct Public Works to submit these applications will make it more difficult to provide funding to construct
these projects.
