Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#74-225-84(6) with Judith K. Watkins, MFT, a self-employed individual, in an amount not to exceed $106,000, to
provide Medi-Cal mental health specialty services for the period from July 1, 2013 through June 30, 2015.
FISCAL IMPACT:
This Contract is funded 100% by Medi-Cal Funds offset 50% State and 50% Federal. (No rate increase)
BACKGROUND:
On January 14, 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services Director
to contract with the State Department of Mental Health to assume responsibility for Medi-Cal mental health specialty
services. Responsibility for outpatient mental health specialty services involves contracts

BACKGROUND: (CONT'D)
with individual, group and organizational providers to deliver these services.
In July 2011, the County Administrator approved and the Purchasing Services Manager executed Contract
#74-225-84(5) with Judith K. Watkins, MFT, for the period from July 1, 2011, through June 30, 2013, for the
provision of Medi-Cal mental health specialty services.
Approval of Contract #74-225-84(6) will allow the Contractor to continue providing mental health services through
June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, services provided to Contra Costa Mental Health Plan Medi-Cal beneficiaries could
be negatively impacted, including access to services, choice of providers, cultural competency, language capacity,
geographical locations of service providers, and waiting lists.
