APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order with Carousel Industries of San
Mateo, on behalf of the Employment and Human Services Department (EHSD), Information Technology Unit, in the
amount not to exceed $1,174,313 to Upgrade the EHSD Avaya Phone System and expansion of our Verint Call
Recording and Workforce Management System, to implement the changes required to support the Health Care
Reform Act (HCR).
FISCAL IMPACT:
$1,174,312.26: 100% State/ Federal, proportions to be determined
BACKGROUND:
Contra Costa County Employment and Human Services (EHSD) is required under California’s implementation of the
Health Care Reform Act (HCR) to receive calls from the State’s Covered California Call Centers. Eighty percent of
these calls must be answered within 30 seconds from 8am to 8pm, Monday through Saturday during open enrollment.

BACKGROUND: (CONT'D)
Contra Costa will see a significant increase in case loads as Low Income Health Program participants are moved into
Medi-Cal. These business changes will require: 1)Upgrades to our phone system to handle the additional staff
answering calls; 2)Expansion of our call recording and workforce management systems to support the expanded
hours of coverage; and 3)Expansion of our call recording and workforce management licensing to support required
business process changes.
In accordance with Administrative Bulletin No. 611.0, County Departments are required to get Board approval for
single item purchases greater than $100,000.
CONSEQUENCE OF NEGATIVE ACTION:
EHSD will be unable to keep pace with projected telephone traffic and will be unable to meet state and federal
program standards.
