ADOPT Resolution 2013/307 to approve and authorize the Employment and Human Services Director, or designee,
to execute a contract with the California Department of Aging to pay County an amount not to exceed $222,885 for
Health Insurance Counseling and Advocacy Program services for the period July 1, 2013 through March 31, 2014.
FISCAL IMPACT:
County to receive up to $222,885 per California Department of Aging Agreement, H9-1314-07, 64% State, 36%
federal. No County match.
BACKGROUND:
The Employment and Human Services Department, Area Agency on Aging, provides Health Insurance Counseling
and Advocacy Program (HICAP) services to Medicare beneficiaries, including Medicare beneficiaries by virtue of a
disability, and those persons imminent of Medicare eligibility as defined in Welfare and Institutions Code (W&I)
sections 9541 (a) and (c) (2) and to the public at large for HICAP community education services under W&I Code
section 9541 (c) (1), (4), (5) and (6).
CONSEQUENCE OF NEGATIVE ACTION:
Without funding Health Insurance Counsleing and Advocacy Program services would not be available.
