level QT5-1043 ($3,097 - $3,764), two (2) 40/40 Mental Health Clinical Specialist (VQSB) at salary level QT2-1384
($4,214 - $6,256), one (1) 40/40 and one (1) 20/40 Registered Nurse-Experienced Level (VWXB) at salary level
L3H-0400 ($7,197 - $8,022), one (1) 40/40 Public Health Nurse (VVXA) at salary level QT2-1832 ($6,852 -
$9,215), one (1) 20/40 Exempt Medical Staff Physician (VPW9) at salary level 1P2-2220 ($9,915 - $14,010), and
two (2) 40/40 Clerk-Senior Level (JWXC) at salary level 3RX-1033 ($2,882 - $3,680) permanent full-time and
part-time positions in the Health Services Department. (All positions are represented)
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $1,067,733.00, including pension costs of
$235,232.94, and will be fully funded by the New Access Point Grant administered by the Health Resources and
Services Administration (HRSA) and fees offset from Federally Qualified Health Care funds.

Subject:Add nine (9) positions in the Health Services Department
BACKGROUND: (CONT'D)
health services with the addition of a new Concord Health Center as part of the Contra Costa Regional Medical
Center and its health centers. The Department is requesting to add nine (9) permanent full-time and part-time
positions including two 40/40 Community Health Worker II (VKVB) at salary level QT5-1043 ($2,928 - $3,547),
two (2) 40/40 Mental Health Clinical Specialist (VQSB) at salary level QT2-1384 ($4,214 - $6,256), one (1)
40/40 and one (1) 20/40 Registered Nurse-Experienced Level (VWXB) at salary level L3H-0400 ($7,197 -
$8,022), one (1) 40/40 Public Health Nurse (VVXA) at salary level QT2-1832 ($6,852 - $9,215), one (1) 20/40
Exempt Medical Staff Physician (VPW9) at salary level 1P2-2220 ($9,915 - $14,010), and two (2) 40/40
Clerk-Senior Level (JWXC) at salary level 3RX-1033 ($2,882 - $3,680) (ALL Represented) to staff the new
building, tentatively scheduled to open in late August. The health center will provide integrated services including
comprehensive primary medical care, mental health, substance abuse treatment and oral health care.
This action will have an annual cost of approximately $1,067,733.00, including pension costs of $235,232.00, and
will be fully funded by the New Access Point (NAP) grant and fees offset from Federally Qualified Health Care
funds.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the new Concord Health Center will not have adequate staff to provide primary
medical care, mental health, substance abuse treatment and oral health care services.
