Funding is being provided through the Affordable Care Act. No additional County funds are required. BACKGROUND: The Affordable Care Act, (also known as Health Care Reform), passed by Congress and signed into law by President Obama on March 10, 2010, provides quality and affordable health care for individuals and families. The Employment and Human Services Department projects an increase in caseloads and workloads in order to meet the demands of the Health Care Reform initiatives. Employment & Human Services Department will be responsible for receiving and processing applications for Medicaid. The department anticipates a 35%-40% increase in these applications. The department is requesting 42 new Eligibility Worker II positions to respond to the increase caseload, and other additional personnel to appropriately address the demand. The current staffing level is insufficent to address the increase caseload/workload. The additional volumn will be distributed to call response, intake and continuing operations. See Attachment A for listing of all positions being added. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved the department will not have the appropriate staff levels to address the increased workload due to the Affordable Care Act (also known as Health Care Reform) implementation, which will negatively impacting services to Contra Costa residents.
