HomeMy WebLinkAboutMINUTES - 07162013 - C.31RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21312 to add one part-time 20/40 Social Worker (X0VC) (represented) position at salary schedule 255 1434 ($4,298 - $5,224) in the In Home Support Services division of the EHSD/Adult and Aging Bureau Services Bureau. FISCAL IMPACT: Approval of this position request will result in no increase to the baseline budget. Annual cost for this project position (.5 FTE IHSS Social Worker) salary and benefits is $53,304. A three year term is $159,912 funded 50% by Centers of Medi-Cal and Medicare Innovation Grant through Health Services and 50% funded by the IHSS State allocation. Annual Pension costs are $20,042 BACKGROUND: Information on grant awarded, purpose, goals: As part of the Affordable Care Act, EHSD and CCHP are partners in an $11.8 million, 3-year Health Care Innovation Grant that was awarded by the Center for Medicare and Medicaid Innovation. Its purpose is to train a pilot group of California’s In-Home Supportive Services (IHSS) home workers. The partnership is led by the California Long Term Care Education Center and includes the Shirley Ware Education Center, SEIU United Healthcare Workers West, and San Mateo, Los Angeles and Contra Costa counties. The grant project will test whether emergency room (ER) visits, hospital admissions and nursing home stays can be reduced by training IHSS home care workers to assume key roles in the health of their consumer(s). The training program will be approximately 15 weeks for each set of participants and will cover topics such as CPR and First Aid; Infection Control; Mobility and Fall Prevention; Nutrition; Bathing and Dressing; Dementia and Alzheimer’s Disease. The pilot project is scheduled to begin early in 2013 and is targeted to impact hundreds of IHSS recipients and their home care workers through 2013. A&AS’ specific task is to identify and recruit IHSS recipients and their providers who are eligible to participate. CCHP will evaluate the outcome data for IHSS recipients whose home care workers receive training to determine the impact on avoidable ER visits and hospital readmissions. CONSEQUENCE OF NEGATIVE ACTION: Consequence of Negative Action If Social Worker position is not added: As part of the grant responsibilities and protocols, the IHSS Social Workers are responsible for provider and consumer recruitment which can be time consuming and will have an additional workload impact. Annual redeterminations are currently out of compliance in East County. Cen-tral and West County will also become quickly out of compliance due to the additional responsi-bilities. This half-time position will assist the social workers with the recruitment process and bring East County into compliance; as well as keep West and Central County from having addi-tional compliance issues.
