BACKGROUND:
The Integrated Pest Management (IPM) Advisory Committee was established by the Board of Supervisors in
November 2009 to advise the Board regarding the protection and enhancement of public health, County resources,
and the environment related to pest control methods employed by County departments.
The IPM Committee has eight voting members as follows: two ex-officio members (Health Services Department and
County/Unincorporated County Storm Water Program) and six public members (one Public and Environmental
Health Advisory Board representative, one County Fish and Wildlife

Committee representative, one Environmental Organizations representative, and three At Large appointees); plus
one Public Member Alternate seat. Terms of office for the At Large and Alternate seats reviewed by the Internal
Operations Committee are two years.
At its July 8 meeting, the IOC interviewed the following five candidates for the Public Member Alternate seat:
Terry Davis (Antioch), Doug Freier (Concord), Theresa Halula (Berkeley), Gretchen Salter (Walnut Creek), and
Andrew Sutherland (Martinez). A sixth candidate, Nancy White (Martinez) was unable to attend the interview. As
a result of the interviews, the IOC nominates Doug Freier for appointment to the vacant seat to complete the
unexpired term ending December 31, 2013.
