ACCEPT the MAY 2013 update on the operations of the Employment and Human Services Department, Community
Services Bureau, as recommended by the Employment and Human Services Department Director.

BACKGROUND:
The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of
Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding
any and all issues pertaining to the Head Start Program and Community Services Bureau.

• Good News Update/Accomplishments:
• 1,096 children in our CSB child care programs are transitioning into
kindergarten. Center staff members are working with parents on this
transition and providing parents with a backpack with a book for their
child, home learning activities and summer resources. Site Supervisors
and Comprehensive Managers have developed plans for recruitment
and enrollment at each site.
• CSB administrators, managers, and site supervisors are working
collaboratively in ensuring staff and parents impacted by the center
closures are supported through the changes and transition process.
Transition teams were created to help manage transitions successfully
and effectively.
• Low Income Home Energy Assistance (LIHEAP) representatives
provided outreach in Antioch to two senior centers reaching 100
seniors in need. Information, resources, and applications were
distributed during these visits.
• Economic Opportunity Council (EOC) Chair and CSB staff participated
in the Community Action Month Proclamation held at the Board of
Supervisors meeting on May 7, 2013. The Board of Supervisors
proclaimed May 2013 as Community Action Month and one of CSB’s
former Clerical Assistant Trainees, Sara Kamel, shared her program
success story with the Board members and the public present at the
meeting.
• EOC members and staff held a Public Hearing on May 15, 2013. The
members of the public attended the meeting to voice their community
concerns. Input from this hearing will be included in CSB’s 2014-2016
Community Action Plan which is scheduled to be submitted to the
State in June 2013.
• CSB has acquired additional funding for Alternative Payment child care
programs (CAPP/CalWORKS Stage 2). Effective June 1, 2013 CSB will
increase their CDE contract for CAPP funding by an additional
$141,184 and effective July 1, 2013 CSB will increase the C2AP
(CalWORKS Stage 2) contract by $522,166.

• Status Updates:
a. Caseloads, workload (all programs)
• Head Start: 1797-100% enrolled
• Early Head Start: 409 -104% enrolled
• Stage 2 (Alternative Payment Program): 532 children/350 families
• CAPP (Alternative Payment Program): 126 children/85 families
• LIHEAP: 580 clients served
• Weatherization:42 dwellings weatherized
b. Staffing
• At this time CSB is preparing for workforce reduction due to Head
Start budget reduction as a result of re-competition and
sequestration.
c. Legal/lawsuits
• N/A
d. Union Issues
• CSB and Local One held joint meetings with staff impacted by the
reduction of services and funding.
• CSB is working in partnership with Local One on preparation for bids
and lay off of impacted staff.
• CSB is working with County Counsel on mediation with Local One for
the action taken by CSB to reduce the work hours for employees of
the Child Nutrition Unit.
• Hot Topics/Concerns:
• CSB continues to keep informed with the latest information regarding
health care reform.
• CSBs Transition Management Team (TMT) is providing ongoing
support in regards to the transitions taking place due to sequestration
and re-competition.
• Emerging Issues/New Challenges:
• In addition to the safe and seamless transition of over 1000 children
out and into our program this summer, CSB’s primary focus at this
time is the smooth and supportive transition of staff and families as
related to the center closures and to staff and slots reductions
effective July 1st. As detailed above, CSB is undertaking several
strategies towards this endeavor.
