Establishment of Three New Mental Health Treatment Specialist (MHTS)
Positions for Childrens Services Utilizing State Augmentation Funding
SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve appropriate personnel actions to establish three new Childrens Specialist
Flagged MHTS-B Level positions (one full-time and two half-time positions) to augment
existing children's mental health clinic services ioncord and Pittsburg for the
purpose of providing treatment for emotionally di(t'r ed children; the one full-time
40/40 position will be assigned to Central County tOrg. #5948) and the two half-time
20/40 positions will be assigned to East County (Org. 45986) .
II. FINANCIAL IMPACT:
Although this will increase expenditures, these positions are fully funded by the new
augmentation dollars which are being added to the County's Short-Doyle Mental Health
Allocation for Fiscal Year 1985-1986 by the State Department of Mental Health. These
positions will also bring in additional revenue by increasing our client caseloads
and by providing additional billable services to clients on our waiting lists through
Medi-Cal and third party payment sources. When filled on a permanent basis, the two
half-time positions will cost slightly more than one full-time position because .
fringe benefits (some pro-rated, some not) will be paid to two employees instead of
one; however, this additional cost will be outweighed by the increased flexibility
and productivity that is expected from two half-time employees.
III. REASON FOR RECOMMENDATION/BACKGROUND:
Currently the Concord and Pittsburg children's clinics each has a waiting list of 40
to 60 children, most of whom are desperately in need of mental health services. Many
are severely emotionally disturbed, violent, acting-out firestarters and self-
mutilators. We currently do not have staff who are available to see these children.
This affects the child's entire social system, including the family and school.
Approving these positions will reduce waiting lists and make it possible to provide
therapeutic support to those who are so desperately in need of help.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The two children's mental health clinics are unable to serve waiting lists of 40 to
60 children. These clinics continue to receive new referrals each week. Many
children have been sexually and physically abused and have shown suicidal tendencies.
Without intervention, these children are at high-risk of going to Juvenile Hall,
jail, the State hospital or other institutions.
