HomeMy WebLinkAboutMINUTES - 07092013 - C.87RECOMMENDATION(S): APPROVE the work plan and timeline for developing the Measure WW expenditure plan for the unincorporated areas of the County, and AUTHORIZE an allocation not to exceed $60,000 in Park Impact Fees collected within the unincorporated areas of the County to help pay staff costs associated with developing the proposed expenditure plan and submitting it to the East Bay Regional Park District by March 2014. FISCAL IMPACT: Park Impact Fees collected in the unincorporated County will be used to pay for costs associated with developing a list of projects to be submitted to the East Bay Regional Park District for approval. BACKGROUND: In 2008, voters approved the East Bay Regional Park District’s (EBRPD) Measure WW Park Bond Extension that provides funding for high priority community park projects. A total of $7.93 million is allocated to areas within the unincorporated area of the County. These funds were allocated to Recreation and Park Districts and Community Service Districts ($2.39 million), specific County Services Areas ($2.49 million), and to unincorporated areas not in a CSA or CSD district ($3.05 million). All Measure WW funds must be fully expended by December 2018. Use of the property/facilities must be for at least 25 years. Provide lands and facilities for recreational activities and services and historic preservation. Capital projects may include acquisition of park land and development of recreational facilities, including renovation of existing facilities. Public art projects are eligible as long as they are in or adjacent to a parks and recreation facility. The Task/Timeline chart (Attachment A) outlines the proposed work plan for developing a list of projects to be submitted to East Bay Regional Park District (EBRPD) for approval for areas in the unincorporated County not in a CSA or CSD. Depending on the specific task, the Department of Conservation and Development (DCD) and/or Public Works (PW) will take lead responsibility for ensuring the task is completed within the specified time frame. CONSEQUENCE OF NEGATIVE ACTION: Without Board approval, the process for developing the list of projects to be submitted to East Bay Regional Park District by the March 2014 deadline would be delayed by at least a year, therefore possibly jeopardizing the County's ability to spend the funds by the December 2018 deadline. CHILDREN'S IMPACT STATEMENT: The park and recreation projects ultimately identified through this process will support the following outcomes in the Children's Report Card: 1) Children and youth are healthy and preparing for productive adulthood; and 2) Communities are safe and provide a high quality of life for children and families ATTACHMENTS Attachment A - Proposed Work Plan / Timeline ATTACHMENT A PROPOSED WORK PLAN AND TIMELINE MEASURE WW FUNDS TO BE ALLOCATED IN THE UNINCORPORATED COUNTY Task Lead Department Timeline 1. Obtain approval from Transportation, Water, and Infrastructure Committee (TWIC) and Board of Supervisors of the proposed work plan. DCD June 2013 2. Inventory, survey and assess existing parks in the unincorporated areas. DCD July – August 2013 3. Meet with each Supervisor to discuss potential projects within their District, and identify other potential stakeholders. DCD August 2013 4. Meet with the East Bay Regional Park District (EBRPD) to obtain their ideas on high priority park projects in the unincorporated areas of the County. DCD August 2013 5. Plan, coordinate and conduct meetings with various stakeholders to get their thoughts and ideas on potential projects. DCD August – September 2013 6. Develop list of potential projects based on the results of the stakeholder meetings. DCD October 2013 7. Develop initial cost estimates for each potential project identified through the meeting with stakeholders, including evaluating maintenance mechanisms to support each proposed project. PW November – December 2013 8. Plan, coordinate and conduct follow-up meetings with stakeholders to review/prioritize list of projects. Obtain approval of the final project list from the TWIC and Board of Supervisors. DCD/PW January – February 2014 9. Submit project list/application to EBRPD for approval. DCD/PW March 2014 10. Plan, design, and manage construction of approved projects. PW June 2014 - December 2018
