Division Admini trator II's to be Assigned to Pittsburg By: Jack Champlin Acting Drug Program Chief The work assignments for the two Discovery Counselor II's to be assigned to Pittsburg will include duties in a community based unit and directly within schools of the Pittsburg Unified School District. Typical tasks will include the following areas of counseling, education and information. Substance abuse counseling. This activity will take place in school group classroom setting, in school facilities with individuals and family members, and individually and with family members in a community based discovery center office. Crisis intervention counseling. This activity will take place on referrals from school officials or by self-referral for individuals needing short-term support and guidance or referral during periods of personal crisis. Substance abuse prevention. This activity will include a wide variety of pre- vention strategies for youth and families which will include but not be limited to educational events and alternate recreational activities for the Pittsburg Unified School District and the community of Pittsburg. Public speaking engagements. This activity will include substance abuse educa- tional talks and discussions, and information talks about program services in the Pittsburg area. Maintaining client oriented data and narrative reporting. This activity will meet County and State recordkeeping and narrative reporting requirements for drug abuse programs. None of the activities or tasks listed above will include client testing; diagnosis or psychotherapy. RECOMMENDED ACTION: Approve appropriate personnel actions to establish two new 40/40 Discovery Counselor II positions to replace recently terminated early intervention drug abuse contract services to youth and families in the City of Pittsburg area and the Pittsburg Unified School District. II. FINANCIAL IMPACT: These two new positions will not produce any increase in cost to the County because they are fully funded by an internal transfer of money that is budgeted in the Alcohol/Drug Abuse/Mental Health Division's FY 85-86 Budget for drug program services contract #24-243 with REACH Project, Inc. The $108,384 budgeted contract amount will be reduced by over $40,000 in Cost Center 5942 which is sufficient to fund both full-time Discovery Counselor II positions at approximately $30,000 for FY 85-86 in the Division's Discovery Centers Cost Center 5932. These positions are funded 90% by the County's State Short-Doyle Allocation with 10% matching County funds. III. REASON FOR RECOMMENDATION/BACKGROUND: The Board of Directors of REACH Project, Inc. terminated their operation of the contract-funded early intervention drug abuse services program (formerly called the Alternatives For Youth Program) for youth and families in the Pittsburg area, effective 10/15/85. This program has been serving no fewer than 150 youth and thein families annually who have drug abuse related problems and who are at risk of serious escalation of negative behaviors. Approval of these two Discovery Counselor II positions will ensure a continuity of service to this community, particularly through the schools. Furthermore, the Discovery Center model has proven successful in operations in other locations in the County through considerable community program support and match funding. CONSEQUENCES OF NEGATIVE ACTION: The County has a commitment to service in Pittsburg which is based on the continuing needs of the children in that area. Without intervention, these youth are at risk of involvement in the criminal justice, social services and mental health systems at a much greater cost to the County. The serious effects of drug abuse threaten the very lives of these clients if their problems are not addressed.
