APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute a
contract amendment with First Baptist Church of Pittsburg, California to increase the payment limit by $1,013,061 to
a new limit not to exceed $4,052,242 for Head Start Delegate Agency childcare services and to extend the term to
January 1, 2012 through December 31, 2013.
FISCAL IMPACT:
100% Federal funds / CFDA #93.600
Program is federally funded by U.S. Department of Health and Human Services, Administration for Children and
Families. Contractor is responsible for the local, non-cash, in-kind match of $810,448.

Subject:2012-13 Head Start Delegate Agency Contract Amendment & 6 month extension
BACKGROUND: (CONT'D)
2013 Head Start Re-competition grant application to the U.S. Department of Health and Human Services,
Administration for Children and Families (ACF) to continue the provision of Head Start services in Contra Costa
County. The grant included the plan submitted by the County's Head Start Delegate Agency, First Baptist Church of
Pittsburg, California. On July 20, 2012 ACF issued a 6-month extension to carry the services into 2013, pending
notification of the award. The Board approved the contract extension with ACF on September 11, 2012. The Board
approved a contiguous 6-month contract extension with First Baptist of Pittsburg, California through June 30, 2013.
ACF awarded the County continued Head Start Grantee services for the remainder of 2013 on June 25, 2013. This
board order therefore also extends the Head Start Delegate Agency services for the remainder of 2013. The board
order approves an additional 6-month extension so that Head Start services may continue for Pittsburg area families
through 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, Head Start services will not continue for affected families.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
