1. APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a grant agreement to provide
$243,330 in Mental Health Services Act (MHSA) funds to Garden Parks Apartment Community to finance expansion
of the development.
2. FIND, as the responsible agency, that the finding of exemption by the City of Pleasant Hill, as the lead agency, is
adequate for purposes of compliance with the California Environmental Quality Act; and
3. DIRECT the Conservation and Development Director, or designee, to file a Notice of Exemption for this project
with the County Clerk; and
4. DIRECT the Conservation and Development Director, or designee, to arrange for payment of the $50 handling fee
to the County Clerk for filing such Notice of Exemption.

Subject:GARDEN PARK APARTMENTS IN PLEASANT HILL $243,330 GRANT IN MENTAL HEALTH SERVICES
ACT FUNDS
FISCAL IMPACT:
100% Mental Health Services Act (MHSA) funds. MHSA funds are provided to the County on a formula allocation
basis through the State Department of Mental Health.
BACKGROUND:
In November 2004, California voters approved Proposition 63, the Mental Health Services Act (MHSA), intended to
“transform the public mental health system.” The revenues are generated from an additional one percent tax on
individuals whose incomes exceed one million dollars annually.
The population to be helped under MHSA is defined as adults and older adults who have been diagnosed with or who
may have a serious and persistent mental illness, and children and youth who have been diagnosed with or who may
have serious emotional disorders, and their families. According to the MHSA, the essential elements under a
transformed mental health system include community collaboration, cultural competence, client/family driven
services, a wellness focus and integrated services.
MHSA funds in the amount of $243,330 are available for one-time capital expenditures for low-income and indigent
individuals with psychiatric disabilities who are being served through Contra Costa County’s MHSA, Community
Services & Supports Program. Priorities for these funds are projects that have gone through the pre-development
phase and gap funding is needed in order to break ground or be completed.
Garden Park Apartment Community is expanding the existing Garden Park apartments located at 2387 Lisa Lane in
Pleasant Hill. This project will enlarge the development by expanding the existing community center and by adding a
two-bedroom apartment, resulting in a total of twenty-nine units in the development. The new unit will be reserved
for occupancy by a MHSA eligible household.
The budget for this project is $1,310,664. Additional funds include the City of Pleasant Hill: $550,000; Lesher
Foundation: $100,000; HEDCO: $70,000; and other sources such as business, faith, and individuals: $347,334.
