APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute a contract cancellation with Independent
Printing Company (IPCO) relating to election ballot printing, and inserting and mailing services, effective at the close
of business on August 9, 2013.
FISCAL IMPACT:
The total contract in the amount of $6,500,000 is funded through the Election Division budget over two fiscal years
(2012-14). The cancellation will allow the Department to request, by way of an informal RFP, proposals from a
variety of companies that should provide a substantial savings.
BACKGROUND:
Pursuant to the California Administrative Code, printers must be certified to print official ballots for a particular
voting system. A recent review of certified printers has indicated that allowing for additional companies to participate
in providing printing options to the Department could result in lower costs and a more efficient delivery of services.
The current contract contains a standard thirty (30) day cancellation provision allowing the contract to be terminated
without cause and would allow IPCO to participate in any subsequent competitive process for which it might be
qualified. The contract for printing of election materials, inserting and mailing services for the period of January 1,
2013 through December 31, 2014, was previously approved by the Board of Supervisors on February 12, 2013.
