APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Contract Amendment No. 3 with
Area West Environmental, Inc., effective July 9, 2013, to increase the payment limit by $7,000 to a new payment
limit of $136,760, for additional necessary work associated with the environmental technical studies for the Camino
Tassajara Shoulder Widening, East of Blackhawk Drive to Finley Road Project, Danville area.
FISCAL IMPACT:
Funded by 54% Local Traffic Impact Fee Funds and 46% Highway Safety Improvement Program Funds.
BACKGROUND:
The Camino Tassajara Shoulder Widening, Blackhawk Drive to Finley Road Project (Project), Project No.
0662-6R4131 is a partially federally funded Project which requires special environmental assessments and studies
pursuant to the National Environmental Policy Act (NEPA), the California Quality Act (CEQA), the Clean Water
Act, the Porter-Cologne Water Act, and the State and Federal Endangered Species Acts.

Subject:APPROVE and AUTHORIZE Contract Amendment No. 3 with Area West Environmental Inc., for the Camino
Tassajara project
BACKGROUND: (CONT'D)
Contra Costa County (County), the Public Works Department (Dept.) entered into a standard contract with Area
West Environmental Inc. (Contractor) in an amount not to exceed $91,285.00 for environmental professional
services for the Project.
On February 7, 2012, Contract Amendment No. 1 was approved to include additional provisional language and
increase the Contract Payment Limit not to exceed $121,152.00.
On January 8, 2013, Contract Amendment No. 2 was approved to include extra unforeseen work in support of
additional regulatory agency requirements and changes to the Special Conditions, as well as increase the payment
limit not to exceed $129,760.
Presently, the Contract needs to be amended due to unforeseen additional necessary work in support of the
Project.
A. Pursuant to the contract’s Service Plan, Section III-D, Contractor will conduct extra required work at an
additional cost, as follows:
1. Additional required work: Congdon’s tarplant and San Joaquin spearscale - Seed Harvesting.
All other terms and conditions in the Contract entered into on September 15, 2011, and Amendment No. 1 entered
into on February 7, 2012, and Amendment No. 2 entered into on January 8, 2013, and this amendment between
the County and the Contractor shall remain in full force and effect.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval, environmental assessments will not be completed in a timely manner, therefore the
necessary environmental clearances will not be obtained; which may delay the construction of the project; and
may jeopardize funding.
CHILDREN'S IMPACT STATEMENT:
Not applicable.
