APPROVE the 4th Street Sidewalk Improvements Project and AUTHORIZE the Public Works Director, or designee,
to advertise the project [DCD-CP#12-51], Rodeo area. (District V) [Project No.: 0676-6P1025]
FIND that the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption, pursuant
to Section 15301(c) of the CEQA Guidelines; and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk; and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
100% Local Road Funds.

Subject:APPROVE the 4th Street Sidewalk Improvements Project and CONSIDER related actions under the California
Environmental Quality Act (CEQA), (District V)
BACKGROUND:
The project consists of providing pedestrian facilities along a segment of 4th Street in Rodeo, which is a major
collector road joining Parker Avenue. The project will construct curb, gutter, and sidewalk facilities along 4th
Street from Parker Avenue to Vaqueros Avenue, as well as improvements at the Rodeo Creek Trail Crossing at
the 4th Street Bridge. The bridge connects residents east of Rodeo Creek to the office and commercial
establishments along Parker Avenue. The project will construct approximately 400 feet of continuous sidewalk
along 4th Street. Existing gaps in the sidewalk along both sides of the roadway provide an uneven surface that is
difficult for pedestrians to navigate.
The existing sidewalks will be reconstructed to meet Americans with Disabilities Act (ADA) requirements. ADA
facilities will include curb ramps and detectable warning surfaces. The project will also provide ADA compliant
access to the existing trail crossing at 4th Street. The project will be constructed within the existing right-of-way
and maintain the existing roadway drainage. The project will have no impacts to Rodeo Creek. Driveways will be
provided within the new sidewalk to provide access to the adjacent parcels. Access to these parcels will be
maintained during construction. Existing roadway signs and striping may require relocation. The project may
require relocation of existing utilities and the removal of one existing non-native tree. Studies conducted in the
area have revealed high levels of hydrocarbons in the soil. As a result, soils encountered during construction will
not be reused and will be disposed of at licensed landfill facilities.
Real Property transactions and utility relocations may be necessary in support of this project. At least one lane of
traffic will be open at all times during construction activities. Emergency vehicles will have access at all times.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
