RECEIVE the request from the Town of Discovery Bay Community Services District to restrict parking on State
Route 4 (Highway 4) and implement other safety improvements, such as the installation of a fence-type barrier in the
highway median; and
ADOPT Traffic Resolution 2013/4386 to declare Highway 4 (Caltrans) a No Parking Zone; and
DIRECT the Public Works Director to request the California Department of Transportation (Caltrans) to implement
the parking restriction and install a fence-type barrier in the highway median.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The president of the Town of Discovery Bay Community Services District sent Supervisor Piepho (District III) a letter
requesting Caltrans restrict parking on Highway 4 and implement other safety improvements. Subsequently, Caltrans
indicated a need for support from the Contra Costa County Board of Supervisors before proceeding on the stated
requests.
