HomeMy WebLinkAboutMINUTES - 07092013 - C.02RECOMMENDATION(S): ADOPT Resolution No. 2013/280 approving and authorizing the Public Works Director, or designee, to file an application for the federal Surface Transportation Program (STP) and/or Congestion Mitigation and Air Quality Improvements (CMAQ) funding under the Local Streets and Roads Preservation (LSRP) Program for the Countywide Overlay Project (Project No. 0662-6R4073) for up to $1,936,000.00 and committing local support and assurance to complete the project. (District II, III) FISCAL IMPACT: The LSRP Program will provide approximately $1,936,00.00 (57%) of federal funds for the Countywide Overlay Project and the local match for the project will be funded by County Road Funds (43%). BACKGROUND: In May 2012, the Metropolitan Transportation Commission adopted Resolution 4035, outlining improvements to be funded with federal transportation funds expected through 2016. One of the programs identified is the One Bay Area Grant (OBAG) Program. As one of the Bay Area congestion management agencies (CMA), the Contra Costa Transportation Authority will be responsible for programming federal funds available through OBAG for Contra Costa. Funding for the OBAG Program comes from the Surface Transportation Program (STP), the Congestion Mitigation-Air Quality (CMAQ) Program, and the new Transportation Alternatives Program (TAP). Through OBAG, each CMA will recommend projects to be funded through six separate programs: Local Streets and Roads Preservation (LSRP), Bicycle and Pedestrian Improvements, Transportation for Livable Communities, Safe Routes to School, Priority Conservation Area, and Planning and Outreach Activities. Bueren, Public Works Director/Chief Engineer Date:July 9, 2013 Contra Costa County Subject:Resolution of local support of the federal STP/CMAQ funding for Countywide Overlay Project for pavement rehabilitation and preventative maintenance projects located on the Federal-Aid System. The Countywide Overlay Project will provide pavement rehabilitation on three arterial roadway segments within unincorporated Contra Costa County. The arterial roadways selected include segments of Pleasant Hill Road (northbound), Vasco Road, and Byron Highway. The roadways were selected based upon current pavement condition, pavement history, and roadway functional classification within the Federal-Aid Highway System. Pavement rehabilitation treatments may include overlay, cold-in-place recycle, and/or reconstruction in order to extend the service life of the pavement. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve the submittal of this application will eliminate a potential funding source. CHILDREN'S IMPACT STATEMENT: Not applicable.
