FISCAL IMPACT: This report is for informational purposes only and has no specific financial impact. Ten million was recommended and adopted as part of the FY 2013/14 County Budget to complete all identified Priority 1 projects as well as a number of the Priority 2 projects in County General Fund facilities. BACKGROUND: At its meeting of June 10, the Finance Committee received the attached report of FY 2013/14 Facilities Life Cycle Investment Program (FLIP) Projects. The Finance Committee will 1) review the list each year, 2) provide direction if needed, and 3) forward the approved list to the full Board of Supervisors for informational purposes. The Committee was reminded that a comprehensive building condition analysis report completed in 2007 revealed the level of deferred maintenance and improvements that will be required to be addressed over 10 years to extend the useful life of County facilities and promote the health and safety of employees and the public who utilize our facilities. This comprehensive building condition analysis report and database is the blueprint of our Strategic Plan to address the County's infrastructure needs. Priority 2 projects are defined as needing correction within a year to avoid intermittent interruptions, rapid deterioration, or potential safety hazards. Priority 3 projects include conditions requiring appropriate attention to prevent predictable deterioration or potential downtime and the associated damage or higher costs if deferred further. Finally, Priority 4 projects include items that represent a sensible improvement to existing conditions. These projects are not required for the most basic functions of a facility; however they will either improve overall usability and/or reduce long-term maintenance. The objective is to strategically fund deferred facilities maintenance and capital renewal on a yearly basis. It is prudent to follow the project priority lists established by the comprehensive building condition analysis. The Priority 1 and 2 projects typically reflect life/safety and or code issues. Therefore, the emphasis will be on completing Priority 1 projects first, followed by Priority 2 projects. The $10,000,000 appropriated for FY 2013-14 will complete all of the identified Priority 1 projects as well as a number of the Priority 2 projects in County General Fund facilities. Public Works staff will work with the County Administrator's Office and non-general fund departments to fund deferred maintenance and capital renewal items in non-general funded buildings. Attachment 1 provides a listing of the Priority 1 projects, which have a total estimated cost of $2,154,697 separated between general fund Occupant Buildings and non-general fund buildings. Attachment 2 provides a listing of the Priority 2 Projects, which have a total estimated cost of $27,208,308 separated between general fund Occupant Buildings and non-general fund occupant buildings. It is important to note that Public Works staff has analyzed the Priority 1 and 2 projects lists for agreement on the projects that should be completed at this time. We have highlighted projects that we recommend delaying until the status of the building in which the project exists is known (See attachments 1 and 2). If it is determined that these buildings will be retained and occupied by the County the projects can then move forward. We have identified projects listed in Attachment 3 totaling $7,000,000 to complete first. If funding remains we will continue to complete Priority 2 projects within the $10,000,000 that has been appropriated. CONSEQUENCE OF NEGATIVE ACTION: Delay in identifying the priority of category 2 projects. CHILDREN'S IMPACT STATEMENT: None.
