ADOPT Resolution 2013/109 to AUTHORIZE the Director of Conservation and Development to submit a Recycling
Market Development Zone renewal application to the State of California and acknowlege that the Department will
administer the Recycling Market Development Zone program in a manner consistent with applicable State
requirements.
FISCAL IMPACT:
No impact will occur to the General Fund. Staff time is covered within the Department's operating budget. The low
interest loans offered through the Recycling Market Development Zone program are funded by the State's per ton
charge at landfills and the State's tire recycling fees.
BACKGROUND:
California's Integrated Waste Management Act requires each jurisdiction within the State to reduce the amount of
waste disposed in landfills by 50% by the year 2000 and every year thereafter. To assist California cities and counties
in reaching this goal, the Recycling Market Development Zone Program was created by the State Legislature. This
statewide program is managed by the California Department of Resources, Recycling and Recovery (CalRecycle).

BACKGROUND: (CONT'D)
There are presently over 30 designated Recycling Market Development Zones in the State. Zones must be
re-designated after ten years by CalRecycle if they wish to continue their status as a Recycling Market
Development Zone. The Recycling Market Development Zone program is a business assistance program, and
qualifying manufacturers in a Recycling Market Development Zone are eligible to receive low interest loans from
the State. Other benefits offered to companies located in Recycling Marking Development Zones include help
with locating recycled materials for processing and help with identifying new customers.
The Recycling Market Development Zone Program encourages California businesses to find innovative methods
for diverting waste from landfills by using recycled materials to make new products. The Program provides
business and financial services to companies located in Recycling Market Development Zones.
Contra Costa County, in partnership with some of the cities in the County, applied for and was designated as a
Recycling Market Development Zone in March of 1993, which was subsequently renewed in 2003. The Contra
Costa Recycling Market Development Zone includes the cities of Antioch, Brentwood, Concord, El Cerrito,
Hercules, Martinez, Oakley, Pinole, Pittsburg, Richmond, San Pablo and the unincorporated areas of Contra Costa
County surrounding these cities (see attached map). The city councils for these eleven cities have all passed the
required resolutions (generally consistent with Resolution 2013/109) committing to continue participation in the
Contra Costa Recycling Market Development Zone. These eleven cities are interested in remaining a part of the
Zone because portions of their jurisdictions include the types of businesses/land uses eligible to participate in the
Recycling Market Development Zone Program. County staff has reached out to other cities in Contra Costa
County to ensure they are aware that additional cities can join the Contra Costa Recycling Market Development
Zone and inviting them to advise staff if they are interested in exploring this now or in the future. County staff
will work with any other Contra Costa cities that express interest in becoming part of the Zone in a manner
consistent with CalRecycle's applicable procedures.
Several companies in the Contra Costa Recycling Market Development Zone have received assistance and/or low
interest loans through the Program over the last twenty years. According to CalRecycle, the Recycling Market
Development Zone Program has provided seven loans to businesses in the Contra Costa Recycling Market
Development Zone for a total of over $4,000,000. These businesses who process or manufacture recycled material
have reported diverting thousands of tons of solid waste from local landfills.
CONSEQUENCE OF NEGATIVE ACTION:
Businesses in the Contra Costa Recycling Market Development Zone would no longer be eligible for the low
interest loans from the State of California.
