APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Workforce Development Board (WDB), to execute a contract with Henkels & McCoy, Inc., in an amount not to
exceed $775,000 for Workforce Investment Act (WIA) out-of-school Youth Services for the period July 1, 2013
through June 30, 2014.
FISCAL IMPACT:
$775,000 No County Costs; 100% Federal Workforce Investment Act Youth Funding.
BACKGROUND:
In December of 2010, the Employment and Human Services Department, on behalf of the Workforce Development
Board of Contra Costa (WDB) and The Youth Council, awarded contracts under the open bid process for in-school,
out-of-school, and follow-up youth services as mandated by the Workforce Investment Act (WIA). The Youth
Council and WDB awarded contracts for these services to Henkels and McCoy, Inc. Services include Work
Experience, Information and Referral, and Foster Youth Case Management Services. (#18-273-3)
CONSEQUENCE OF NEGATIVE ACTION:
Out of School Youth will not receive assistance in overcoming barriers to employment, job readiness, educational
programs, or career training.
