HomeMy WebLinkAboutMINUTES - 06252013 - C.136RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a contract with Kids' Clubs Inc., including a modified indemnification language, in an amount not to exceed $1,361,228 to provide State Preschool, Pre-kindergarten Family Literacy, and Head Start services for the term July 1, 2013 through June 30, 2014. FISCAL IMPACT: 90% State funds California Department of Education 10% Federal Administration for Children and Families. BACKGROUND: Contra Costa County receives funds California Department of Education (CDE) to provide State Preschool and Pre-kindergarten Family Literacy services to program-eligible County residents. In order to provide a wider distribution of services to County residents, the Department contracts with a number of community-based organizations. Approval of this contract will allow the provision of childcare services to children in the East Contra Costa region. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will be unable to meet childcare needs in this geographic area and fulfill State Preschool program goals. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department, Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
