APPROVE and AUTHORIZE the Director of Child Support Services, or designee, to execute a contract amendment
with MobileFrame LLC, to provide software support and maintenance, by increasing the amount payable by $41,972,
for a new limit not to exceed $83,908, including modified indemnification language, and extending the agreement
term through June 6, 2014.
FISCAL IMPACT:
The payment for continued software support will be fully funded by allocations from the Federal Government at 66%
and State of California at 34%. There is no cost to the County.
BACKGROUND:
On November 6, 2012 this Board authorized the Director of Child Support Services, or designee, to execute the
Customer Support Services Agreement, dated June 7, 2012, between the County and MobileFrame, LLC for the
support

Subject:Extension of Software Support Agreement with MobileFrame LLC
BACKGROUND: (CONT'D)
and maintenance of software programs licensed by MobileFrame to the County. The Department of Child Support
Services (DCSS) must adhere to Federal Performance Standards, which includes the IV-D Paternity Establishment.
The Paternity Opportunity Program (POP) is a joint partnership with local hospitals and clinics to establish paternity
at birth. MobileFrame has created an Electronic Paternity Opportunity Program (ePOP) mobile application that makes
the process of establishing paternity at birth more efficient and cost effective. This amendment will increase the
payment limit by $41,972 and extend the software support agreement for 1 year from the previous end of term of
June 6, 2013 to a new end of term of June 6, 2014, and DCSS will continue to receive support and maintainance of
the ePOP application and other software licensed to County by MobileFrame.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, DCSS will not have its MobileFrame licensed software supported and maintained.
CHILDREN'S IMPACT STATEMENT:
Failure to approve this will affect the Department of Child Supports ability to efficiently establish paternity for a
child at birth.
