SUBJECT: Contra Costa Commission on Aging Investigation of
Walnut Creek Manor
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Refer the attached letter from the Pleasant Hill Commission
on Aging to the Contra Costa Commission on Aging and request
the members conduct an investigation into the 'issues raised
and other general problems at Walnut Creek Manor including
the possible unavailibility of hot- water and heating in
units during the last year. In addition, request the
Commission to compile the history of rent increases at
Walnut Creek Manor over the past three years and render an
opinion to the Board of Supervisors as to the market
fairness of the rent increases.
Further, request the Contra Costa Housing Authority to
review the history of Section 8 experience at Walnut Creek
Manor and report findings to the Contra Costa Commission on
Aging for their investigation.
Reaffirm the Board of Supervisors commitment to retain the
Walnut Creek Manor location designated for senior citizen
housing and underscore our determination to provide as much
certainty as possible- about this land use.
BACKGROUND
The official action of the Pleasant Hill Commission on Aging
requires a thoughtful response and thorough investigation by
Contra Costa County. The Contra Costa Commission on Aging
is the appropriate entity to review the issues and advise
the Board of Supervisors.
It is also critical to understand that many residents in
Walnut Creek Manor fear that the land may be redeveloped for
some other purpose in the future and that they may be forced
out of their homes. We must provide a measure of certainty
and stability by clarifying the County' s intentions for the
land use in this area.

Dear Ms. McPeak:
The Pleasant Hill Commission on Aging's amended By-Laws, Article
IV, Section 1, states:
"The Commission shall concern itself with all problems of
the aged and aging, not limiting its concern to any one
area. Such problems may include transportation, nutri-
tion, discount programs, health, recreation, housing, etc."
The Commission, in its role as advocate, provides you with the
following information:
Walnut Creek Manor

81 Mayhew Way, Walnut Creek, California
A one-bedroom unit now renting for $350 per month, plus $5 for
carport use, will be increased to $422 per month, (no carport fee
increase) while the notice given to the residents maintains the
owner' s right to an annual rent increase.
According to the person who brought the information to the
Commission, this substantial increase represents a hardship to most
tenants, many of whom live on retirement benefits.
The resident further stated the need for a new roof has been
given more than once as substantiating a rent increase, while very few
actual improvements have benefited the renters.
