HomeMy WebLinkAboutMINUTES - 06252013 - C.106RECOMMENDATION(S): APPROVE AND AUTHORIZE the Human Resources Director to execute a contract amendment with Hartford Life Insurance Company and Massachusetts Mutual Life Insurance Group, acting as the agent and administrator for Hartford Life Insurance Company, and on its own behalf, for the continuation of administration of the County's Deferred Compensation Plan for the period of July 1, 2013 through December 31, 2013. FISCAL IMPACT: The program is funded by fees charged to participants. There is no fiscal impact beyond overhead administrative support costs. BACKGROUND: On March 19, 2013 the Board of Supervisors was asked to declare the County's intent to select ICMA-RC as the County's Deferred Compensation Plan provider, based on the recommendation of the Deferred Compensation Advisory Committee. After receiving public input, the Board of Supervisors requested additional information. After additional public comment, the Board of Supervisors directed that the contract with the current provider, Mass Mutual, acting as agent for The Hartford Life Insurance Company, be extended for an additional six month period, from July 1, 2013 to December 31, 2013, to provide an opportunity for the Board of Supervisors to complete their additional review and to allow more time to complete the meet and confer process with interested bargaining units. This board order is seeking authorization for the Director of Human Resources to execute that six month extension with Mass Mutual. This is an extension of the contract period only. No other changes are being made to the existing contract. CONSEQUENCE OF NEGATIVE ACTION: As of July 1, 2013, the Contra Costa County Deferred Compensation Plan would not have a Plan Administrator.
