APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with
the Child Abuse Prevention Council of Contra Costa as recommended by the Family and Children Trust Committee
(FACT) in an amount not to exceed $123,000 for the Nurturing Parenting Program and Baby Bag Project for the
period of July 1, 2013 through June 30, 2024.
FISCAL IMPACT:
$123,000: 44% ($54,000) State Child Abuse, Prevention and Treatment (CAPIT) funds; 40% ($49,000) County Birth
Certificate funds; 16% ($20,000) State Community Based Child Abuse Prevention (CBCAP) funds.
BACKGROUND:
The Child Abuse Prevention Council (CAPC) of Contra Costa was selected through the Family and Children's Trust
Committee (FACT) competitive bid process (Request for Proposals #1133) to establish and coordinate the
community efforts to prevent child abuse and the impact on children and families in Contra Costa County.
CAPC is an invaluable asset to the dissemination of information in the efforts of FACT

BACKGROUND: (CONT'D)
to address issues of child abuse and neglect. Services include, but are not limited to, information and referral related
to prevention and treatment of child abuse, professional training and community workshops, the Nurturing Parenting
Program and Baby Bag Project, coordination of the Child Abuse Review Committee and its subcommittees to
improve and ensure services to victims and families, educational materials on child abuse issues, and ongoing
advocacy for child welfare.
CONSEQUENCE OF NEGATIVE ACTION:
Recommendation(s) to the Board of Supervisors by the Family and Children's Trust Committee would not be
adopted and proposed services would not be delivered to children and families.
CHILDREN'S IMPACT STATEMENT:
The contract will support all five of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self Sufficient"; 4) " Families that are Safe, Stable and Nurturing", and, 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families", by providing educational
training, services, and information & referral to demonstrate and increase successful parenting. Expected program
outcomes are reduced child abuse and neglect, reduced incidences of domestic violence, and improved parental stress
management.
