SUBJECT: PSA Ground Lease at Buchanan Field
Specific .Request s or Recommendations & Background & Justification
I . RECOMMENDED ACTION:
1. Direct staff to prepare Environmental Impact Report on proposed ground lease at
Buchanan Field Airport with Pacific Southwest Airlines
2. Direct staff to instruct Pacific Southwest Airlines to cease remodeling the
passenger terminal which they own at Buchanan Field except for work which is
necessary to restore the security and weather integrity of the structure.
3 . Declare the Board 's intent to postpone consideration of a ground lease with
Pacific Southwest Airlines at Buchanan Field, currently scheduled for January 14,
1986 until after completion of the Environmental Impact Report.
4. Request the Federal Aviation Administration to upgrade the instrumentation at
Buchanan Field to the latest state of the art equipment, such as a microwave
landing system and bright radar.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On November 5 , 1985, the Board of Supervisors held a hearing on a proposal by Pacific
Southwest Airlines to provide scheduled airline service between Buchanan Field
Airport and Los Angeles International Airport. After consideration of anticipated
impacts resulting from the proposed service and receiving testimony from the public,
the Board authorized staff to prepare an agreement between the County and PSA to
lease the necessary ground space at Buchanan Field to provide for a passenger termi-
nal , airplane parking and automobile parking. A Negative Declaration of Environmental
Impact was filed for comment, to be considered for adequacy with the proposed ground
lease on January 14, 1984.

Since the time these actions were taken by the Board, a number of issues relative
to the PSA flights have continued to be controversial . An additional problem has
arisen regarding a recent appellate court decision that requires more complete
.r documentation when a public agency makes the environmental assessment that an Environ-
mental Impact Report is not needed. The best vehicle for addressing these issues,
obtaining public input relative to them and correcting the problem over the initial
environmental assessment will be --to require staff to prepare an Environmental Impact
Report on the proposed PSA service and lease. It is anticipated that preparation and
processing of an EIR will take approximately six months.
PSA has purchased the passenger terminal previously owned and used by Westair Air-
lines. They have taken out the necessary building permits and are currently remodeling
the terminal to allow a different method of baggage handling than Westair utilized,
and to provide better handicapped access facilities. PSA should be requested to
discontinue further remodeling of the building pending a decision , by the Board on
whether to lease them the airport land for the terminal. At the present time, the
construction is about half finished and PSA should be allowed to proceed as necessary
to insure weather resistance, security and minimize liability due to a potentially
dangerous condition.
