REASONS FOR RECOMMENDATION/BACKGROUND
Senate Bill 878 (Boatwright) would provide for:
1. The cities, County, and transit agencies to develop a countywide transportation expen-
diture plan.
2. Designation of a County Transportation Authority to administer the implementation of the
expenditure plan.
3. A retail transactions and use tax (sales) may be imposed to finance the expenditure
plan if a majority of the electors voting on the measure vote to approve its imposition at
an election. A sales tax increase of 1/2 cent would provide approximately $30 million a
year for transportation needs.
