ADOPT Position Adjustment Resolution No. 21293 to add one (1) full-time Painter (GFWE) position (represented) at
salary level QE5 1569 ($4,912 - $5,416) in the Public Works Department.
FISCAL IMPACT:
100% Enterprise I Funding.
BACKGROUND:
The County Hospital provided services for over 470,000 patients last year, including 66,621 emergency room visits
and 9,663 patients admitted as inpatients. The medical center at 2500 Alhambra is a 13 acre campus with 19 separate
buildings including the hospital and health center. Contra Costa Health Services (CCCHS) has plans to expand its
outpatient facilities and increase weekend and evening hours. According to their Facilities Manager, the campus is
starting to show wear and tear based on lack of maintenance. With the planned expansion and increased hours, this
wear and tear will only increase. This can be directly attributed to the Public Works Department’s

BACKGROUND: (CONT'D)
inability to provide a full time painter to the CCRMC. Adding a full time permanent painter will assist in
increasing the appearance and maintenance of CCRMC. Currently the medical center is operating with one
permanent painter. This is a big area of responsibility for one painter to handle by themselves. Additionally, when
the one painter is off sick or on vacation there is no backup painter to rely on. Over the past year, CCRMC has
funded a temporary painter to provide backup and additional help in completing various work orders. With the
population of Contra Costa County expected to grow by 350,000 and the increasing demand this will put on our
Regional Medical Center, the additional painter is needed on a permanent full time basis to keep CCRMC looking
and functioning properly.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to implement the aforementioned actions will result in CCCRMC not being able to keep up with every day
wear and tear, resulting in major repair at a future time. Preventive maintenance will keep the Hospital up to
standards and at less cost than a major repair.
