ADOPT Position Adjustment Resolution No. 21261 to establish the classification of Health Services Information
Technology Manager (LBFA) (represented), allocate it to the salary schedule at salary plan and grade ZB5 2093
($8,254.01 - $10,032.79), and add three (3) positions in the Health Services Department.
FISCAL IMPACT:
Upon approval, this item will result in an annual cost of approximately $573,321, including pension costs of
$128,200, and will be fully funded with federal American Recovery and Reinvestment funds as well as state Delivery
System Reform Incentive Program funds.
BACKGROUND:
This new classification and associated positions will be assigned to the Health Services Information Technology
Division of the Health Services Department and are needed to address workload issues. In the current organizational
structure, there are no upper level management positions, and as a result, the Assistant Director positions have in
some cases over eighty direct reports. The addition of these positions will allow the department to more effectively
and efficiently

BACKGROUND: (CONT'D)
manage the various units within the Division and provide better services to the Health Services Department. This
new classification will be responsible for managing the more complex and/or large units of the department's IT
division. Duties will include: supervising, coordinating and participating in the implementation of the
organization, staffing and operational activities for an assigned information systems unit; planning, and
supervising the work of staff responsible for developing, implementing and maintaining software applications,
maintaining network hardware, and providing technical and non-technical support to system users; establishing
schedules and methods for providing support services; participating in the development of policies and
procedures; and managing assigned projects and project budgets.
CONSEQUENCE OF NEGATIVE ACTION:
If this item is not approved, the Health Services Department will have neither the correct classification nor the
staff to effectively support ccLink, the County's electronic medical record system.
