HomeMy WebLinkAboutMINUTES - 06252013 - C.29RECOMMENDATION(S): INTRODUCE Ordinance No. 2013-15, which cancels Contra Costa County’s responsibility for enforcing the state Mobilehome Parks Act and the state Special Occupancy Parks Act, WAIVE reading, and FIX July 9 for adoption. FISCAL IMPACT: This proposal will result in an annual cost savings to the Department of approximately $65,000. BACKGROUND: In 1962, Contra Costa County assumed responsibility for enforcing State regulatory requirements related to the operation of mobile home parks in the unincorporated area of the County. Staff recommends this responsibility be returned to the State effective January 1, 2014. State law places responsibility for enforcing mobile home park regulations with the State Department of Housing and Community Development (HCD), including code enforcement and issuance of building permits. HCD has staff that fulfills this responsibility for most jurisdictions in the California, including most jurisdictions in Contra Costa County. Mobile home park owners and residents within the County will continue to receive the same regulatory enforcement services from HCD that they currently receive from the County. The County Department of Conversation and Development (DCD) currently incurs a financial loss every year enforcing State regulations for mobile home parks.
