FISCAL IMPACT: None BACKGROUND: The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding any and all issues pertaining to the Head Start Program and Community Services Bureau. Good News Update/Accomplishments: • CSB sites centers celebrated the Week of the Young Child on April 14- 20th. The purpose of the Week of the Young Child is to focus public attention on the needs of young children and their families and to recognize the early childhood programs and services that meet those needs. This year’s theme was Early Years are Learning Years. Various interesting activities were scheduled at the centers. Parent’s non- instructional staff, senior managers, and public officials were invited to join the children in their celebration. On April 16, the Board of Supervisors proclaimed 2013 as the Year of the Young Child in recognition of the Week of the Young Child. • Low-Income Home Energy Assistance Program (LIHEAP) has completed funds expenditures for Program Year 2012. Approximately 5,696 households were served including 3,076 in an emergency crisis with this 15-month contract. • A joint meeting of the Head Start/Early Head Start Policy Council, Economic Opportunity Council, and the Board of Supervisors was held on April 19th. Assemblywoman Susan Bonilla presented information and updates on Investing in Early Care and Education. Mr. James Masters presented information on Shared Governance and Community Action. • The Economic Opportunity Council is scheduled to facilitate a Public Hearing on May 15, 2013. The Public Hearing is an opportunity for the public to provide comments, feedback and support and voice their thoughts on the most pressing needs that face Contra Costa’s disenfranchised communities. Community input gleaned from the hearing will be included in CSB’s 2014-2015 Community Action Plan. II. Status Updates: a. Caseloads, workload (all programs) • Head Start: 1797 children (100% enrolled) • Early Head Start: 413 children (104% enrolled) • Stage 2 (Alternative Payment Program): 469 children; 303 families • CAPP (Alternative Payment Program): 119 children; 80 families • LIHEAP: 785 clients served • Weatherization: 27 dwellings weatherized CAO Report- Page 2 Camilla Rand, M.S. Staffing: • CSB has developed a budget reduction plan in response to the impact of re-competition and the 5.27% sequestration reduction on the Head Start/Early Head Start programs. c. Legal/lawsuits • N/A d. Union Issues • CSB participated in two Skelly Hearings and one Step 3 Grievance with Local 1; 2 moreSkelly Hearings have been scheduled for later in May. • CSB held a series of Meet & Confers with Local 1 regarding changes in work conditions and workforce reduction for selected emplolyees as a result of re-competition and sequestration. • CSB and Local 1 are scheduling joint meetings with staff impacted by the reduction of services and funding. • One Arbitration is in the process of being scheduled. III. Hot Topics/Concerns/Issues: • Designation Renewal System: Submitted plan for approximately 15% reduction in funding to ACF; awaiting approval by ACF/Office of Head Start, Policy Council and the Board of Supervisors. • Sequestration of 5.27%: Effective July 1 through December 31; submitted plan to ACF and awaiting approval. IV. Emerging Issues/New Challenges: • CSB’s focus during the next few months will be to implement a seamless transition of families and staff impacted by reductions to ensure that no eligible enrolled child goes without care and that staff transitions related to re-assignments and reductions have minimal impact on program services. cc: Policy Council Chair Family & Human Services Committee Shirley Karrer, ACF
