AUTHORIZE a General Plan Amendment study for Assessor Parcel Nos. 098-180-027/030 and 098-130-002, located in the 200 block of Driftwood Drive, Bay Point area, to consider change in land use designation for the 7.25 acre site from Single Family Residential – Medium Density (SM) to Single Family Residential – High Density (SH) or to Multiple Family Low Density (ML) to support a maximum of 53 single family residences. 2. ACKNOWLEDGE that granting authorization for this request does not imply any support or endorsement for the application to amend the General Plan, but only that this matter is appropriate for study. FISCAL IMPACT: None. If authorization is granted the applicant shall pay fees to cover the cost for a General Plan Amendment study. BACKGROUND: The Department of Conservation and Development is in receipt of a letter request from Ryan Parlett, Vice President – Development, DeNova Homes, for a General Plan Amendment study involving property at the 200 block of Driftwood Drive in Bay Point (Assessor Parcel Nos. 098-180-027/030 and 098-130-002). The subject property is 7.25 acre site mid-block on Driftwood Drive and is owned by DeNova Homes. It is currently designated Single Family Residential – Medium Density (SM) under the Land Use Element Map, Contra Costa County General Plan (2005-2020) and is zoned within the P-1: Planned Unit District for Bay Point. A copy of the letter from Mr. Parlett, DeNova Homes, requesting authorization for the General Plan Amendment study is attached to this Board Order (see Exhibit A). Mr. Parlett explains that DeNova Homes had received approval for a tentative map in July 2006 for a 34-lot residential subdivision with 7000 square foot lots based on the existing Single Family Residential – Medium Density (SM) designation, which is no longer economically feasible. DeNova Homes believes that going from 7000 square foot lots to 4600 square foot lots would allow for a more affordable product that better aligns with nearby residential neighborhoods in Bay Point. Attached under Exhibit B are maps and aerial photos of the site location, comprised of Assessor Parcel Nos. 098-180-027/030 and 098-130-002, showing existing and proposed General Plan land use designations. Staff believes that the request for a General Plan Amendment study to consider a change in land use designation to Single Family Residential – High Density (SH) is reasonable, and recommends that the General Plan Amendment study be authorized. Should the General Plan Amendment study be authorized, staff will include the examination of planning issues such as (1) appropriateness of the effective or actual residential density; (2) the relationship of the residential building size (square footage) to lot coverage for the typical 4600 square foot lot within the proposed subdivision; and, (3) the potential cost burden on future homeowners with maintaining the private street and stormwater systems within the proposed subdivision. Authorization for this study, however, does not imply support or endorsement for the application to amend the General Plan, but only that this matter is appropriate for study. CONSEQUENCE OF NEGATIVE ACTION: General Plan amendment request will not proceed.
